Roles And Responsibilities
- Provide logistics, financial, and acquisition technical support for Automatic Test Equipment (ATE) and Test Program Sets (TPSs) for US and Foreign Military Sales (FMS) customers.
- Recommend US strategies, draft Contract Requirements Package (CRP) documents, and evaluate contractor proposals. Generate Independent Government Cost Estimates (IGCEs) and services contract planning. Perform technical evaluations of contractor proposals.
- Provide daily liaison interface between the Automated Test Equipment (ATE) prime contractor and the Integrated Fires and Mission Command (IFMC), the Security Assistance Management Directorate (SAMD), and foreign customer representatives. Monitor program status for customer programs and provide status updates to IFMC and SAMD. Provide customers with documentation for clear understanding of ATE depot support requirements, testing capabilities, and deficiencies to ensure timely resolution of potential operational and sustainment issues.
- Perform configuration and economic analysis. Develop and monitor requirements and task orders for the ATE Program. Write procurement requests for ATE program contracts. Monitor contractor programmatic, financial, and schedule performance and identify deficiencies.
- Review contractor Engineering Services task requests to verify accuracy. Review contractor invoices and support documentation to verify accuracy and program activities performed. Coordinate and track contractor support activities for US and international customers.
- Participate in PATRIOT system Change Request Response (CRR) / Engineering Change Proposal (ECP) / Department of the Army Modification Work Order (DAMWO) reviews and Depot Capabilities Working Group meetings to identify impacts to ATE Test, Measurement and Diagnostic Equipment (TMDE) and fielded and in-process TPSs.
- Inventory quarterly shipments of hardware, software, and data for US and international customers.
- Draft memorandums of request for contract modifications and memorandums responding to US and foreign customers ATE program status requests and action items.
- Analyze and manage budgets to support Engineering Services, ATE modification kits, and TPS development.
- Provide year-round support for the annual ATE (General-purpose Electronic Test Station (GETS)) International Technical Interchange Meeting to ensure customers have a clear understanding of depot support requirements and new test capabilities that ensure timely resolution of issues impacting US and FMS critical circuit card testing and depot troubleshooting / repair activities.
- Ability to work as a single point of support for a variety of contract activities while prioritizing multiple customers’ program requirements.
- Be familiar with various DD/DA Forms (shipping and property transfer).
- Competent writing and oral communication skills.
- Competent in Microsoft Office Suite applications.
- Must be a US Citizen.
- Must have a Secret Clearance or the ability to obtain one.
- BA/BS,12 years of experience.
- GETS-1000 or similar ATE functional and programmatic logistics management experience.
- Working knowledge of Army program office contract procurement, financial and technical action activities including writing procurement requests and developing contract requirement packages.
