POSITION SUMMARY:

KC Harvey is seeking an experienced Mid-Level NEPA Professional to join our team in Boise, ID or Salt Lake City, UT. We are looking for an initiative-taking, client-focused, forward-thinking individual to manage existing projects and play a key role in expanding our environmental consultancy services.

The ideal candidate will have a strong background in environmental reviews, National Environmental Policy Act (NEPA) processes and documentation, permitting, and regulatory compliance. This role involves managing multiple projects, coordinating with various stakeholders and the public, and ensuring adherence to environmental regulations. This position requires experience in leading and supporting NEPA projects while ensuring compliance with associated federal, state, and local environmental permitting requirements. The ideal candidate will oversee the NEPA process from scoping and constraints analysis through regulatory consultations and final environmental certifications (DN, FONSI, or ROD).

Expertise in preparing and reviewing NEPA documentation is essential, including producing categorical exclusions (CEs), environmental assessments (EAs), environmental impact statements (EISs). The individual will work closely with specialists and interdisciplinary teams to prepare technical surveys and associated documentation such as noise studies, biological resource surveys, cultural resources surveys and reports, geotechnical reports, air quality reports, and wetland delineations. In addition to broad NEPA expertise, knowledge of a range of associated federal environmental laws and implementing regulations is required, including but not limited to: Clean Water Act (CWA), Clean Air Act (CAA), Endangered Species Act (ESA), and the National Historic Preservation Act (NHPA).

The qualified candidate should have proven experience in writing and managing NEPA documents and leading projects through the federal environmental review lifecycle. Strong technical expertise in environmental planning, permitting, and regulatory compliance is crucial, along with excellent verbal and written communication and client management skills. POSITION RESPONSIBILITIES:

Project Management

  • Lead a variety of small and large-scale, high visibility NEPA projects for mining, oil and gas, and energy sector clients.
  • Coordinates teams and manages projects by overseeing both office and field-based teams, ensuring their tasks, assignments, and deliverables are on time. Ensures adherence to scopes, schedules, and budgets by fulfilling associated environmental compliance, permitting, and reporting requirements. This includes tailoring the level of compliance effort to regulatory requirements and compliance thresholds. Tightly maintains data and documentation for administrative records, implements safety protocols in accordance with industry standards, and effectively manages subconsultants and their contracting processes.
  • Handles client communications and expectations and ensures their project and compliance needs are met within agreed parameters.
  • Project monitoring and review: Regularly monitors projects and reports to clients and leadership on deliverables, scope, schedules, and budgets to ensure contractual obligations are met.

Stakeholder Engagement

  • Coordinates with various stakeholders, governmental entities, and the general public on environmental analysis and permitting for natural resources projects.

Permitting Support

  • Supports the preparation and completion of environmental permit applications with various federal, state, and local regulatory entities on projects of varying types and sizes.

Additional responsibilities as assigned as this role develops and evolves with respect to client and company needs.

Key Capabilities:

  • Proven experience in environmental analysis and permitting.
  • Strategy in effectively adapting to evolving regulatory and permitting requirements.
  • Skilled in preparing NEPA documents that are right sized to project and client needs.
  • Background in business development, marketing, and proposal writing.
  • Excellent organizational skills, with the ability to multitask and maintain records with high attention to detail.
  • Strong technical writing, analytical, and oral communication skills.
  • Capable of managing multiple tasks and adapting to shifting priorities.
  • Adept at leading high-profile client interactions and identifying business development opportunities.
  • Strong conceptual, organizational, problem-solving, and research abilities.

Experience/Education Requirements:

  • A bachelors degree in environmental science, environmental engineering, environmental policy, or a closely related field, or an equivalent combination of education and experience, is required.
  • A minimum of 10 years (mid-level) or 6 years (senior level) of relevant work experience, with proven task lead experience.

Physical Requirements:

  • Ability to travel as required.

This is a full-time, hourly position compensation commensurate with experience and skills.
