The Director of Project Controls at KMUSC holds significant authority over decision-making, staffing, and budgeting within the System Design and Construction department. This strategic leader is experienced in handling complex project controls within large-scale HCAi and construction projects and establishing key performance indicators for teams. The Director will create and oversee cost control procedures, policies and processes for all construction projects, developing, managing, and executing all phases of the project controls effort for projects in Health System Design & Construction project portfolio including large and complex renovation and construction projects. The Director will lead the full implementation and integration of project management software (Procore) and build a team to oversee project cost and schedule controls. The Director will directly or indirectly oversee project contracting (business decisions). Responsible for cost and budget management, change control monitoring, document control and progress reporting. Responsible for partnering with Construction/Project Managers in regard to specific project scope, schedule and cost issues; proactively identifies, communicates and resolves cost variances in scope and pricing; establishes a procedural framework for preparing, reporting and reconciling cost variances, including developing and/or enhancing reporting procedures and tools. Incumbent will oversee development of vendor pool and create reporting and metrics by which vendors are evaluated and potentially matched with relevant projects. The Director will actively collaborate with Health System Finance leadership to ensure overall cashflows and schedules are integrated into the Financial Plan. The Director utilizes widely diversified knowledge of project controls activities and draws upon extensive experience and exposure to various types of projects and clients.

Essential Duties:

  • Project Financial Oversight and Reporting (60%): •Establishes and oversees comprehensive project control frameworks, policies, key performance indicators and procedures across all capital healthcare projects, ensuring that cost and schedule objectives are achieved in tandem, aligned with the organization's strategic goals and in compliance with HCAi and other healthcare-specific regulations. •Oversees the management of project financials, including the development of cost reports, budgets, cash flow forecasts while supporting Project Managers and Project Controls team members in the execution of these tasks during the entire project lifecycle. •Oversees the integration and strategic management of scheduling activities within the project controls framework, ensuring that critical project timelines, including capital planning priorities, regulatory approvals, and turnover to operations, are aligned with the organization's objectives and milestones. •Leads the evaluation and enhancement of scheduling tools and methodologies to ensure best practices in CPM schedule analysis, reporting, and project templates are adopted across the project portfolio. •Provides executive oversight in refining the organizational structure (Organizational Breakdown Structure (OBS), Enterprise Project Structure (EPS), Work Breakdown Structure (WBS), code structures, schedule quality analysis, and templated reports to maintain a single source of schedule truth. •Communicates critical status updates, cost variances and monthly cost and schedule reports to executive management and stakeholders across the Health System entities and service lines to ensure transparency and informed decision-making. •Ensures that the management team interfaces effectively with involved departments, and design and construction team to establish and adhere to project budget, schedule, quality, and safety requirements.
  • Business and Financial Analysis (20%): •Develops & produces project/program control, status and summary reports for Health System entities, service lines, and other clients •Analyzes project spending to improve cashflow projections and construction project lifecycle management •Develops analytics to report on vendor performance, change orders, exceptions, project overruns and other areas as targeted with Design & Construction and System leadership. •Conducts high-level audits and quality assurance of project cost and schedule information, ensuring accuracy, consistency, and alignment with organizational standards and objectives. •Builds and maintains a comprehensive project history database to inform future project planning and execution, leveraging lessons learned and best practices. •Directs the review and analysis of architects, contractors and vendors pay applications, schedule health and financial risks, ensuring robust oversight and risk management strategies are in place.
  • Communication and Interpersonal Skills (10%): •Demonstrates ability to develop and maintain effective relations with widely diverse groups such as construction managers, administrative and operations leadership, clinical staff members, executives, University partners, and vendors on a variety of issues and administrative tasks. •Demonstrates ability to establish constructive working relationships with members of departmental staff by performing duties in a cooperative and helpful manner. •Communicates clearly to convey complex problems and proposals in both formal and informal settings. •Ensures effective coordination with the Design & Construction team and other university departments. •Establishes organizational short-term and long-range strategic goals. Manages resource allocation and optimize team performance while maintaining accountability for mitigation strategies. •Manages the analysis and approval of change order requests, invoices, expenditures, account reconciliations and status. •Ensures thorough review and validation of capital project budget request approval documentation, budget modification requests and project financial close-outs.
  • Implementation & Training (5%) •Trains and mentors staff on comprehensive training programs focused on integrated project controls to enhance the team's ability in effectively managing both cost and schedule •Champions the development, implementation, and optimization of project management systems and tools, setting standards for project controls and reporting across the organization.
  • Other duties as assigned. (5%)

Required Qualifications:

  • Req Bachelor’s Degree in financial or business administration, construction management, or related field
  • Req Master’s degree in financial or business administration, construction management, or related field
  • 4 years of management/director level experience may substitute for Master’s degree
  • Req 8 years in construction management or financial administration with increasing leadership/management responsibility
  • Req Proven competency in the management of sizable HCAi construction projects and project controls
  • Req Demonstrated leadership in overseeing teams, contractors, and vendors in a healthcare setting.
  • Req Record of driving results and implementing organizational improvements in a healthcare environment.
  • Req Change leadership and innovation capabilities that align with healthcare organizational goals.
  • Req Management experience concentrating on healthcare project control activities, with proficiency in developing and overseeing budgets and schedules.
  • Req Comprehensive knowledge of healthcare regulations, budgeting best practices, and finance.
  • Req Advanced experience with construction project management software such as Procore/Honest Building or eBuilder

Preferred Qualifications:

  • Pref Experience with Bluebeam a plus
  • Pref Professional certifications relevant to cost management, schedule management and project management (e.g., CPD, PgMP, PfMP, PRINCE2)

Required Licenses/Certifications:

  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $133,120.00 - $219,648.00. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
