About the Role
As a Senior Permit Specialist, you will play a pivotal role in ensuring compliance with environmental laws and regulations for the California High-Speed Rail Authority’s (Authority) Program Delivery group. You’ll work on permitting processes under the Clean Water Act, Porter-Cologne, NEPA/CEQA, and State and federal endangered species acts, guiding projects through environmental clearance and construction-phase compliance.
Key Responsibilities
- Manage and advise on permitting processes, including:
- 401 Water Quality Certifications (RWQCB)
- 404 Permits (U.S. Army Corps of Engineers)
- CDFW Lake and Streambed Alteration Agreements
- NPDES permits, including the Construction General Permit (CGP)
- Collaborate with Authority staff, legal counsel, and team members to ensure compliance with State and federal environmental laws.
- Provide expert guidance on stormwater compliance and water quality regulations (QSP/QSD certification preferred).
- Draft and review clear, concise, and legally defensible documents. (A writing sample will be required.)
What You Bring
- 10–15 years of experience in environmental services, permitting, or a related field.
- In-depth familiarity with the Clean Water Act and extensive experience working with California regulatory agencies.
- Preferred knowledge of MS4 compliance and NPDES regulations.
- Exceptional writing, analytical, and communication skills.
- Proven ability to navigate complex permitting processes and manage multiple priorities effectively.
