SUMMARY:


Provides leadership and coordination of the Special Education Program to ensure provision of needed services for special needs students. Supports training and oversight of Individualized Education Program (IEP) required components, monitors completion of service documentation, and ensures compliance with all state, federal, and local requirements.

MAJOR RESPONSIBILITIES AND DUTIES


Program Management

  • Assist in analyzing the critical needs in assigned areas and conducting team efforts to design, implement, measure and refine assigned programs.
  • Implement vertical and horizontal systems integration initiatives to support high student achievement and customer satisfaction.
  • Recommend, hire, orient, train, and evaluate department employees directly or indirectly through supervisory staff; implement and monitor effective human resource practices.
  • Collaborate with content area coordinators to ensure that curriculum renewal is continuous and responsive to special needs students.
  • Encourage and support the development of innovative instructional programs and programs beneficial to the overall well-being of the students; help teachers to pilot such efforts when appropriate.
  • Arrange for or conduct assessments; make recommendations regarding placement and program management for individual students.
  • Demonstrate support for the district’s student management policies and expected student behavior related to special education program.
  • Implement the policies established by federal and state law, State Board of Education rule, and Local Board Policy in area of Special Education to ensure compliance.
  • Coordinate and support special education programs and services to meet students’ needs; plan the necessary time, resources, and materials to support teachers in accomplishing educational goals.
  • Ensure that student progress is evaluated on a systematic basis; obtain and use evaluative findings, including student achievement data, to gauge Special Education program effectiveness.
  • Participate in development, preparation, and administration of the budget for supplies, equipment, and facilities in area of assignment.


Staff Development


  • Plan and provide staff development for teachers, administrators, and staff in designated subject area.
  • Disseminate information regarding current research and significant developments on the state and national levels in area assigned.
  • Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation. Demonstrate teaching strategies with students in classroom.


Policy, Reports, and Law


  • Assist the legal department with student discrimination complaints and investigations.
  • Maintain confidentiality.
  • Develop and maintain systems for retrieval of information in support of all programs; compile, maintain, file, and secure all physical and computerized reports, records, and other required documents.
  • Pursue Professional Development activities for self and assigned staff; ensure that Professional Development activities are aligned with District goals and initiatives and current professional research.
  • Comply with all policies, operating procedures, legal requirements, and verbal and written directives.
  • Comply with the Professional Code of Ethics and Standard Practices for Texas Educators.
  • Follow District safety protocols and emergency procedures.
  • Perform other related duties as assigned.

QUALIFICATIONS:


Education/Certification:


  • Bachelor’s degree
  • Valid Texas Special Education Teacher Certification
  • Master’s degree
  • Valid Texas Administrator Ccertificate


Experience:


  • Three (3) years successful teaching experience
  • Successful administrative experience (preferred)

  • Ability to develop and deliver training to adult learners
  • Strong organizational, communication, and interpersonal skills

  • Occasional light lifting and carrying (less than 15 pounds)

  • Frequent districtwide travel; occasional statewide travel
  • Work to be completed on-site from assigned school or building
  • Regula exposure to noise and computer monitors
  • No remote work


Mental Demands:


  • Work with frequent interruptions; maintain emotional control under stress work; prolonged or irregular hours
