Job Title: Finance Director

Status: Exempt

Classification: Regular Full-Time

Department: Administration

Reports to: District Manager

Annual Salary Range: $115,000 - $126,800, depending on experience, to be paid on a bi-weekly basis

Job Summary:

Under the direction of the District Manager, as a key member of the leadership team, the Finance Director plans and reviews the financial activities of the District including daily accounting, overall revenue collection, debt remittance, payroll, and Board approved projects. The Finance Director maintains compliance and undertakes necessary responsibilities required for the annual audit of the financial statements. Additionally, the Finance Director is responsible for the development, analysis, implementation, and administration of the annual District budget.


Essential Functions:

The following duties are an overview of the primary duties and responsibilities of the Finance Director and should not be considered an all-inclusive list.

1. Supervise, develop, and review all District financial activities and policies; ensure proper maintenance of financial health of the District.

2. Manage the District’s annual budget throughout the year to ensure accuracy and alignment with operating and capital projections, both current and future; provide directors and supervisors necessary resources to successfully monitor budgets at each department level.

3. Manage daily and long-term accounting operations, including but not limited to, monthly bank and purchasing card reconciliations, monthly billings for intergovernmental agencies, monthly interfund and other general ledger reconciliations necessary for accurate transaction recording and tracking.

4. Continuously monitor the District’s financial health, evaluating internal controls, policies, and procedures to ensure effective operations, fiscal responsibility, and long-term sustainability.

5. Ensure complete, accurate, and timely financial reporting to the Board and District staff. Present financial information at Board meetings, providing analysis, answering questions, and supporting informed decision-making.

6. Serve as a primary compliance controller for the District, meeting financial audit requirements, laws, regulations, tax filings, and other reporting.

7. Provide strong and appropriate internal and external customer service. Maintain positive, effective, and constructive written and oral communication skills at all times; communicate transparent financial information to the Board and District staff.

8. Collaborate with the leadership team, including the Administrative Analyst, Human Resources Manager, Parks & Facilities Director and Recreation Director, at the guidance of the District Manager.

9. Work in partnership with Human Resources to analyze compensation and benefits data for cost analysis and budget development, ensuring alignment with financial goals and regulatory compliance.

10. Ensure the accurate and timely processing of payroll, including compliance with applicable laws and regulations, maintenance of payroll records, and reconciliation of payroll-related accounts.

11. Assist leadership with the maintenance, review, development and implementation of administrative policies, procedures, and standards in compliance with all applicable laws and industry accepted standards as well as the employee handbook.

12. Ensure the proper generation, organization, and filing of the District's historical and legally required records, including but not limited to budgets, financial statements, contracts, real property records, organizational documents, audits, capital projects, and legal issues.

13.Actively participate in leadership, supervisor, and department meetings, offering financial insights to support operations and strategic decision-making. Collaborate with internal teams to ensure understanding of financial processes and budgetary impacts.

14. Consistently promote a positive, professional image of the District and provide excellent customer service at all times.

 

Positions Supervised:

The Finance Director is responsible for supervising and providing work direction to the Accounting Clerk.

 

Required Experience:

List specific experience necessary to satisfactorily complete the job.

1.      Possess a minimum of a Bachelor’s Degree, preferably in in accounting, finance, business administration or related field;

2.      Five (5) years of experience in governmental, public, or business accounting, or an equivalent combination of education and experience that provides the knowledge, skills, and abilities necessary for excellent job performance, including at least two (2) years in a leadership role.


Knowledge, Skills, and Abilities:

1.      Possess skills in financial analysis and administration, leadership, communication, and problem-solving skills.

2.      Adapt communication style to effectively engage diverse audiences, including the Board, leadership team, department heads, and frontline staff.

3.      Ability to read, write, speak, and understand the English language at a level adequate to perform the job.

4.      Occasional site visits to District facilities for financial oversight of capital projects and in-person meetings with Supervisors and Leadership.

5.      Develop and maintain relationships with District employees, volunteers, the community, public agencies, and the private sector.

6.      Knowledge of federal, state, and local laws applicable to special district funding trends and legislation.

7.      Flexible and positive in a dynamic work environment.

8.      Effective and clear written and oral communicator with a variety of audiences including staff, participants. elected officials, and community members.

 

Special Requirements:

1.      Certified Public Accountant (CPA) preferred; Certified Government Finance Officer (CGFO) preferred. Other relevant certifications in accounting or finance may be considered.

2.      Previous experience related to Parks, Recreation and Facilities budgeting operations is preferred.

3.      Proficiency in Microsoft Word, Excel and financial software or systems. Experience with accounting software such as Sage Intacct, is preferred.

4.      Possess and maintain a valid Colorado Driver’s License and be insurable by the District’s insurance carrier by maintaining an acceptable driving record.


Work and Physical Requirements: OFFICE ENVIRONMENT: This position is eligible for a hybrid schedule, coordinated with the District Manager and influenced by seasonal factors.

This position requires work in a variety of locations and conditions, including but not limited to District’s parks and recreational facilities, and other similar inside and outside work areas. A substantial portion of this position will involve sedentary, administrative work in an office environment.

Moderate physical activity is required, including the ability to lift items in excess of 50 pounds occasionally and up to 20 pounds frequently. This position requires standing, walking, stooping/bending, lifting and repetitive motion. Work is performed in all weather conditions. Positive interaction with District employees, subordinate supervisors, other organizations, and the public required.

Salary : $115,000 - $126,800
