What are the responsibilities and job description for the GIS Analyst I/II position at KENAI PENINSULA BOROUGH?
Under direction of the Planning Director, the GIS Analyst I/II performs a wide range of duties related to the operation of a GIS including but not limited to: spatial and attribute data collection and/or input, data analysis, map design and production, spatial data modeling, and interpretation of legal descriptions.Associate’s degree in Geography, GIS, computer science, or a directly related field and two years of experience using ESRI software. Must have a detailed understanding of GIS concepts and use of ArcGIS Pro and ArcGIS Enterprise/ArcGIS Online, including familiarity with basic geodatabase concepts, cartographic standards, spatial analysis, programming and geoprocessing. Must be able to work independently and/or under minimal supervision.
GIS Analyst II: GIS Analyst I may advance to GIS Analyst II after one year, with a satisfactory performance review and demonstrated proficiency of all GIS Analyst I essential functions 1-9 below. Alternatively, a bachelor’s degree in Geography, GIS, computer science, or a directly related field and three years of experience using ESRI software places an applicant at GIS Analyst II.
GIS Analyst I:
While performing the duties of this job, the employee is frequently required to communicate orally and to use hands and fingers dexterously to operate office equipment; regularly required to sit; and occasionally required to stand, walk, stoop, kneel, or crouch, and reach with hands and arms. The employee must occasionally transport up to 30 pounds. Specific vision abilities required include close vision and the ability to adjust focus. GIS Analyst I:
1. Provides spatial analysis, prepares cartographic products, reports, customized tools and distributes geospatial data as needed to other KPB departments, outside agencies, and the public.
2. Assist in the acquisition, editing, update, standardization, and geoprocessing of GIS datasets from a variety of internal and external sources, and assists in the creation, update and maintenance of KPB geospatial metadata. Evaluates provenance of historical datasets and evaluates retention needs of data where applicable.
3. Installs GIS desktop software for KPB personnel and provides basic training to users regarding KPB GIS tools and applications; develops technical documents, videos, etc. to assist with GIS outreach to users.
4. Assist GIS Specialists in maintenance of GIS Open Data Hub site, including data and schema updates, data publishing, metadata, tags, and printable maps.
5. As a member of the Incident Management Team, assist GIS Specialists in providing KPB Emergency Operations Center with critical and timely information in fast-paced environment, including essential datasets and printed maps for community meetings and social media; assist in developing specialized applications and online map viewers/tools in support of Borough-wide emergency operations.
6. Conduct research on emerging GIS products, services, protocols and standards as well as adjacent specialized technologies including but not limited to: GPS, UAVs, LiDAR, and satellite/aerial imagery. Keeps up to date with relevant local ordinances, laws and regulations and applies to geospatial data and processes appropriately.
7. Assist GIS Specialists on various GIS projects, to include the planning, development, testing, and implementation of advanced geospatial projects.
8. Provide on call GIS support during non-business hours when needed, to include participation within the Borough’s Incident Management Team.
9. Operates and performs basic maintenance on GIS-specific hardware including large format plotter. Maintains inventory of supplies (inks, paper, etc.)
GIS Analyst II:
10. Assist GIS Specialist in building geodatabases, mobile data collection applications, and online tools for other KPB departments to increase efficiency, maintain data integrity, and increase public communication and awareness.
11. Assist GIS Specialist in providing essential updates to 911 dispatch call takers and KPB’s CAD system.
12. Assist GIS Specialist in building vector tiles, mobile map packages, and imagery tile packages in support of mobile dispatch operations to streamline communications between dispatchers and EMS, fire and law enforcement personnel; ensure integrity and accuracy of routing data.
13. Assist GIS Specialist in the development and implementation of the KPB’s Parcel Fabric Data Model containing Land Records information that increases editing efficiency and creates historical parcel location record.
