Job Summary
The Health Systems Director acts in a leadership role within Kenaitze Indian Tribe. Primary responsibility is the oversight of the Dena'ina Wellness Center's (DWC) business and clinical operations while facilitating an integrated service model. The Health Systems Director provides guidance to the Executive Leadership in planning health and wellness strategies, integration of care, goals, initiatives and structure in alignment with the Tribe's mission, vision, and values. The Health Systems Director reports to the Executive Director and is accountable for budgetary and performance measures, achievement of goals, strategies, and outcomes. Responsible for the design and delivery of efficient, high quality health care services that meet the needs of our un'ina (patients). This position is responsible for continuous improvement for health systems processes and employee performance.
Essential Functions
- Leads Primary Care, Behavioral Health, Wellness, Dental, Optometry, Laboratory, Radiology, Revenue Cycle, Medical Director, and support staff
- Prepares and executes DWC strategic and annual planning for the improvement of Health Care Services to include exploring clinical expansion and opportunities for DWC services
- Develop and oversee Health Systems policies and procedures and contribute input on Tribe-wide policies and procedures
- Identifies and is responsible for funding opportunities including grants, IHS (Indian Health Services) programs, and other potential sources
- Achieves and maintains operations that meet accreditation standards that may include, but are not limited to, CARF, AAAHC, FAHQ, ACHC
- Directs, mentors, and supervises DWC Staff and assist the DWC Leadership Staff to assist in executing effective supervision of all staff
- Responsible for DWC internal and external customer service, quality assurance, and risk resolution in a timely manner
- Responsible for meeting healthcare regulatory requirements to include risk management, infection control, and customer safety
- Collaborates with Kahtnu'tana Dena'ina Health Board and Tribal Council on all Health Systems initiatives including timely response to motions and directives as well as serving as a Tribal representative to essential Tribal, local, state, and federal health and wellness programs
- Ensures compliance with Tribal, federal, state, and local employment laws and regulations, Tribal policies and TERO ordinance

Qualifications
Education
- Bachelor's degree in Healthcare Administration, health sciences, or directly related field, or a combination of education and experience in a related field may be substituted for a degree
Experience
- Seven (7) years of healthcare leadership experience with clinical operations, revenue cycle, and management of clinical staff
- Experience in the development of health program strategies, quality, and service delivery
- Experience in policy and procedure development and implementation
- Knowledge and experience working with cultural diversities
Preferred
- Master's degree or higher in Healthcare Administration, health sciences, or directly related field
- Knowledge and experience working with the Alaska Native Tribal Health System
License/Certification
- Must have a valid Alaska State driver's license and must remain insurable under the Tribe's policy
Special Skills
- Knowledge of Alaska Tribal Health Care Operations, Indian Health Services, and Self-Governance
- Knowledge of purchase referred care, provider enrollment, and provider credentialing
- Solid working knowledge of budgeting, revenue cycle, and grants management
- Solid working knowledge of health accreditation standards and implementation
- Knowledge of primary care, behavioral health, dental, optometry, laboratory, radiology, and wellness operations, service delivery and an integrated model of care is preferred
- Knowledge of healthcare regulatory requirements, risk management, compliance, and privacy
- Knowledge of process improvement and change management techniques
- Excellent interpersonal, communications, public speaking, and presentation skills
- Proficiency with Microsoft Suite, or obtain training within 90 days of hire
- Ability to work independently as well as collaboratively
- Conducts business in a service-oriented manner that is attentive, pleasant, respectful and kind when dealing with un'ina, visitors, co-workers and others
