About the Role:
Summary The Human Resources Manager, Benefits and Leaves will be responsible for overseeing and managing all aspects of employee benefits, including health insurance, retirement plans, paid time off, and various types of leave (sick leave, family leave, etc.), as well as the administration of Workers Compensation claims, ensuring compliance with company policies and relevant laws while also coordinating with vendors and communicating benefit details to employees.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Health and Welfare Benefit Administration
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting comply with federal, state and local regulations.
- Administers Health & Welfare Programs including but not limited to Open Enrollment tasks, benefit auditing, review of file feed issues, working brokers and benefit plan administrators, and assisting employees to help resolve benefit-related concerns.
- Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, and paid sick leave.
- Administers 401(k) program including but not limited to Open Enrollment tasks, auditing, review of file feed issues, and assisting employees to help resolve concerns.
- Responds to employee questions and inquiries regarding the Company’s benefits including knowledge of plan provisions, benefit enrollments, status changes and other general inquiries.
- Develops clear and engaging communications regarding benefits programs and updates.
- Monitors COBRA data and ensure it is accurate and up to date in the vendor database.
- Facilitates accurate and timely delivery of payroll audits.
- Conducts vendor and HRIS audits to ensure accuracy of benefit records.
- Manages monthly benefit invoicing and reconciling to ensure accuracy of payments.
- Resolves billing and enrollment discrepancies with carriers, HRIS and payroll records.
- Oversees ACA Reporting and year-round local, state, and federal compliance matters for health and welfare plans, including 5500 filings, Non-Discrimination testing and all other compliance related filings.
- Other duties as assigned.
Leaves of Absence Administration
- Assists with leave of absence, including FMLA, CFRA, ADA, military leave, and personal leave. Duties include the administration and support of leave of absence management and enrollment, regular communication with employees on leave and leave payment tracking, payroll preparation, vendor billing.
- Assists HR Regional Manager to coach other team members.
Worker’s Compensation Administration
- Administers the company’s workers’ compensation program, including serving as primary Company contact for workers’ compensation; overseeing and tracking claims; coordinating inquiries and documents needs; maintaining claim records; communicating with counsel, TPAs, and policy administrators; reviewing and improving workers’ compensation processes; and ensuring internal and external compliance.
- Represents organization at personnel-related hearings and investigations.
- Participates in occupational health and safety training programs and safety committee.
SUPERVISORY RESPONSIBILITIES
- May directly supervise two employees in the Merchandising Services Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
OTHER RESPONSIBILITIES
- Assists team with employee onboarding experience process.
- Assists team in responding to all Verification of Employment.
- Assists team to monitor background checks.
- Assists with processing of terminations and paperwork attached to the termination process.
- Reviews existing processes to identify opportunities for improvements; Define obstacles and look at root cause challenges to recommend process and procedure improvements to Manager.
- Provides HR support on special projects such as All-hands decks and data entry tasks.

Education and/or Experience
Bachelor’s degree in Human Resources, Business Administration, or related field preferred or required or equivalent experience of a minimum of four (4) years of human resource management with emphasis on Benefits and Leave of Absence Administration experience required.
- Knowledge of human resources, payroll and benefits policies and procedures.
- Experience in a retail environment is preferred.
- Strong interpersonal skills with the ability to form and maintain positive relationships with employees and managers.
- Resourceful, highly organized, and able to prioritize.
- Ability to maintain confidentiality.
- Ability to manage multiple projects and priorities, meet deadlines, and work independently with minimal supervision.
- Able to work Monday to Friday and weekends during major floral holidays.
