The Office of Complex Investigations mission performs complex administrative investigations regarding allegations of sexual assault involving National Guard service members. The investigations stem from the request of The Adjutants General (TAG) of the 54 States, Territories, and the District of Columbia. The Office of Complex Investigations provides a centrally managed cadre of investigators specially trained to investigate sexual assault reports. At TAG’s request, Office of Complex Investigations provides a fully-funded investigative capability to TAG.
Responsibilities
- Check the Government’s “OI Inbox” in Microsoft Outlook for new State Requests for Investigation on a daily basis and log all new Requests for Investigation into the OI Internal Database within one (1) business day.
- Create an electronic Report of Investigation (ROI) Case File and place a copy in required drives/destinations within one (1) business day of the State’s Request for Investigation.
- Track and update the workflow status of the ROI Case File to reflect a change within the OI Internal Database and on the Report of Investigation (ROI) Case File.
- Create all ROI File Documents to include draft Travel Authorization Letters (approximately one (1) page) and Detail Memoranda (approximately one (1) page) within five (5) business days of creating the ROI Case File.
- Enter and log all Investigation Interviews (audio and video) onto the specialized Government MAC computer based on OCI SOP and make all necessary copies of the Investigation Interviews.
- Log all demographic information found on the Case Demographics Worksheet into the Office of Complex Investigations Internal Database.
- Analyze completed ROI Case Files (approximately eight (8) per month) to ensure they are accurate and complete in regards to format, grammar, and spelling only within five (5) days of receipt.
- Prepare the Final ROI Case File and the ROI Binder as described in the Office of Complex Investigations SOP and sent to the COR or ACOR. If any ROI file documents are not properly filled out, contact the COR, via email or phone, to inform them of such error(s).
- Create the: (1) Chief Counsel to TAG Transmittal Letter, (2) Office of Complex Investigations to State Judge Advocate Transmittal Letter, and (3) Office of Complex Investigations Executive Summary for placement in ROI Binder, Case File and submission.
- Prepare the approved ROI Case File for transmission to the State’s Staff Judge Advocate.
- Verify the mailing and emailing addresses for the State’s Staff Judge Advocate Office and mail via FEDEX, email via government provided email, or distribute via SAFE internet transmittal; verify that the transmission was successful and log all correspondence in the share drive.
- Attend two (2) Office of Complex Investigations Weekly Meetings; the Weekly Administrative Meeting and the Weekly Investigations Review.
Qualifications

- Minimum of 1 year of experience providing administrative support to a government or military team
