The Kent Conservation District, a governmental subdivision of the State of Delaware, is seeking applicants for an Environmental Scientist II position for contractual services with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Water/Resource Protection Section.
JOB DESCRIPTION:
The position will work in the Division of Water, Resource Protection Section, Compliance and Enforcement Program, with the responsibilities of, but not limited to:
Conducting random and scheduled on-site inspections of National Pollutant Discharge Elimination System (NPDES) permitted facilities & general Industrial Stormwater (ISW) facilities, and will involve visual observations, sampling of effluents to identify or evaluate compliance/performance, malfunctions, or non-compliance; Discharge Monitoring Report (DMR) reviews, data review, and technical guidance. This position will have a focus on inspection sample collection and data entry, with additional responsibilities as follows:
- Provides analysis review, systems assessments, data and process interpretation, conclusions, and recommendations to the operations and management personnel.
- Performs site inspections at individual NPDES facilities and ISW and makes accurate determinations regarding compliance with permit and regulatory requirements.
- Provides outreach, guidance, and support to industrial and municipal engineers, managers, and licensed wastewater operators, on regulatory requirements, data interpretation, and proper analytical methodology, for complex NPDES permit compliance and DMR preparation and submissions.
- Assists with Stormwater Plan (SWP) reviews for ISW sites and applicable individual NPDES sites and assures SWP’s are in full compliance with Industrial Stormwater Regulatory requirements prior to approval.
- Offers recommendations to permittees on Best Management Practices (BMP) for stormwater pollution prevention at permitted facilities following permit and regulatory requirements.
- Evaluate sites to assure provisions of No Exposure (NE) Certification are met and verified prior to granting NE Exclusion for a facility.
- Provides technical guidance and support for the development and subsequent implementation of the ISW General Permit and the subsequent revision of Section 9 of the Regulations Governing the Control of Water Pollution.
QUALIFICATIONS:
1. Possession of a bachelor’s degree or higher in Life, Physical, or Applied Science or related field.
2. Six months experience in analyzing and evaluating scientific data.
3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
5. Six months experience in technical report writing.
6. Possession of a valid Delaware driver’s license (not suspended, revoked, or canceled or disqualified from driving)
CONDITION OF HIRE: Selected candidates must successfully complete the Wastewater Operator Class Level I and pass the Level I Wastewater Operator Exam within the probationary period.
PREFERRED QUALIFICATION(S):
Preference will be given to candidates with knowledge and experience with large industrial and municipal wastewater treatment facilities, inspections of the same, DMR/data review processes, and the NPDES program.
