Basic Function
Provides leadership to the university's department of Environmental Health and Safety, Research Safety and Fire Prevention to further the achievement of university compliance, risk reduction and safety goals. The position directs, enhances, promotes and provides strategic planning for the departments of Environmental Health and Safety, Research Safety and Fire Prevention. The position manages areas that expose the university to risk that include occupational health and safety, life safety, fire safety, chemical and biological safety, hazardous materials management and environmental compliance. Reports to Associate Vice President for Compliance, Risk Management and Real Estate.

Duties/essential functions may include, but not be limited to, the following:
Provide leadership to all university campuses to achieve compliance with occupational health and safety regulations and requirements and promote programs that reduce university risks.
- Direct programs, policies and practices that identify and control human exposures to and releases of building materials that pose hazards to human health including, but not limited to materials such as asbestos, lead and mercury.
- Direct the industrial hygiene program to identify, evaluate and recommend controls of biological, chemical, radiation and physical hazards; develop, implement, and update health and safety policies and procedures; ensure compliance with all applicable federal, state, local and independent association regulations, standards and guidelines.
- Develop and direct programs to ensure occupational safety of all campus personnel. Ensure that programs address laboratory, shop, classroom and general safety issues.
- Develop and direct programs to identify and implement occupational monitoring/testing requirements for appropriate campus personnel.
- Develop and direct programs to ensure that employees and students received appropriate environmental, health and safety training to promote safe learning and working environment.
- Develop and direct programs and procedures to investigate accidents and near miss incidents. Ensure sufficient detail in reports to identify root causes of incidents to assist campus personnel in eliminating future risks.
- Develop and direct safety and compliance training programs in a facilitator lead format and utilizing the university's web based training program.?
- Develop and direct programs to identify, capture, handle and dispose of hazardous materials and other non-routine wastes. Ensure that the capture, handling and disposal of hazardous and non-routine wastes are performed in a manner that minimizes exposures and risks to personnel and the environment. Ensure that programs are performed in compliance with regulatory requirements and industry standards.
- Identify environmental pollutant monitoring and record keeping requirements and develop and direct programs to ensure that pollutant releases are monitored and controlled to achieve environmental protection and regulatory compliance.
- Develop and direct programs and procedures to investigate environmental incidents. Ensure sufficient detail in reports to identify root causes of incidents to assist campus personnel in eliminating future risks.
- Develop short- and long-term safety and environmental compliance goals for the university community.
- Coordinate with other departments within Compliance and Risk Management to determine the best methods to meet our loss prevention goals and compliance to reduce duplication of effort and provide tor an environment of continuous improvement in an efficient and cost effective manner.
- Develop, maintain and implement budgets sufficient to accomplish the requirements of the Environmental Health and Safety, Research Safety and Fire Prevention departments. Monitor expenditures and financial demands to ensure appropriate budget compliance.
- Serve as principal regulatory contact with environmental, health and safety regulators.
- Consult with and support capital project design and construction to ensure appropriate inclusion of EHS requirements appropriate to the Kent State community.
- Monitor and review scientific and regulatory advances and changes that have potential impacts on health, safety or environmental programs. Provide analysis of new environmental health and safety laws and regulations. Advise university administration on necessary and appropriate responses, program development and changes necessary to respond to the changing technical and regulatory environment.

Minimum Qualifications
Additional Examples of Duties – if applicable:
Bachelor's degree from an accredited four-year college or university in natural science, engineering, environmental health and safety, industrial hygiene or closely related field. Ten years of experience with progressive responsibility in environmental, compliance, health and safety management related experience in a complex environment, including management experience.

Masters Degree in closely related field; Certified Safety Professional (CSP), Hazardous Materails Management (CHMM) or Industrial Hygienist (CIH).

Working Conditions / Physical Requirements
Light work-Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects. Incumbent must be able to communicate with others. Incumbent may be required to travel from building to building frequently and off campus occasionally. Ability to work non-traditional hours as needed.
