About the job: 

Kent is looking for a Project Controls Cost Specialist to be based in Channelview, TX. 

You will provide cost tracking, analysis, and control support to our client. t.



Basic Job Requirements  
  • Participate in the overall cost control process through the life cycle of the project. 
  • Budget Forecasting and Reporting: Preparing accurate forecasts and managing cost allocations.
  • Performance Monitoring: Tracking labor recovery and project activity allocations.
  • Cost Analysis: Evaluating invoices for 3rd party rentals and making buy vs lease recommendations.
  • Variance and Trend Analysis: Providing explanations for variances and maintaining a trend log.
  • Invoice Audits: Ensuring compliance with contracts and resolving invoice issues.
  • SAP Transactions: Creating/modifying purchase requisitions and monitoring financial postings.
  • Program Standardization: Assisting with enhancements and training team members.
  • Budget Reconciliation: Aligning annual cost center budgets with current funding.
  • Presentation Development: Preparing for meetings with Capital Projects management.
  • Collaboration: Working with cross-functional teams to ensure budget adherence.
  • Data Accuracy: Monitoring project progress and reporting key metrics.
  • Coordination: Ensuring smooth execution through team alignment.
  • Cost Control & Reporting:
  • Actively participates in cost control processes.
  • Track, analyze, and report cost information.
  • Responsible for monthly cash flow and accrual reporting.
  • Conduct post-project audits to refine estimating assumptions and processes.
  • Collaboration & Coordination:
  • Work independently and with teams on cost control and forecasting.
  • Liaise with Procurement and Suppliers to resolve SES backlogs, blocked invoices, parked items, and unapproved SES reports.
  • Interact with vendors to discuss workflow needs, priorities, and provide general advice.
  • Support client sites as a Subject Matter Expert on Service Contracts.
  • Review & Verification:
  • Verify and approve invoices in SAP.
  • Verify and approve final payments for contractor labor time in Track.
  • Change Management & Compliance:
  • Apply effective change management processes to ensure capital discipline.
  • Ensure and resolve tax charge issues.
  • Monitor resident and vendor contracts for proper billing and SES accuracy.
  • Monitor/report performance against labor recovery targets, including yearly resource budgeting and project activity allocations.


In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.

Qualification/ Training/ Certification: 

  • Bachelor's degree in Finance, Accounting, Analytics, or a related field with 5 years of experience, preferably in the petrochemical/refining industry. Alternatively, 10 years of experience in lieu of a degree.
  • Project Controls, Accounting, and Contracts: Essential background in these areas.
  • Analytical and Problem-Solving Skills: Critical for evaluating project financial health and making recommendations.
  • Team Collaboration: Strong interpersonal skills and ability to work cross-functionally.
  • Self-Management: Ability to work with minimal supervision and manage multiple priorities.
  • Communication Skills: Excellent oral and written communication.
  • Cost Guidelines Knowledge: Familiarity with standardized cost guidelines and capital/expense policies, with mentoring capabilities.
  • Technical Proficiency: Strong skills in SAP, Microsoft Office, Ariba, and/or Concur.
  • Decision-Making and Critical Thinking: Strong problem-solving and analytical abilities.
  • Task Management: Ability to manage and prioritize multiple tasks effectively.
  • Organizational Skills: Excellent time management and organizational skills.
  • Self-Motivation: Proactive problem solver with attention to detail.
  • Budgeting and Forecasting Expertise: Knowledge in budgeting, forecasting, change management, work breakdown structures, earned value systems, and contingency allocation.
