Job Title:Project Specialist I-Single Family Production

General Purpose of the Job:
Responsible for administration of Kentucky Housing Corporation (KHC) Housing Contract Administration (HCA) contractual relationships with partner subrecipient agencies in accordance with funding requirements of federal and/or state funding programs that may be assigned to the Project Specialist, including but not limited to: HOME Investment Partnerships single-family development program; Kentucky Affordable Housing Trust Fund (AHTF) single-family development and rehabilitation programs; Kentucky Rural Housing Trust Fund (RHTF) single-family development and rehabilitation programs; other single-family funding as available. Possesses policy and regulatory expertise in the assigned funding program(s). Responsible for coordinating and implementing application processes for partners seeking funding from assigned program(s). Responsible for contract implementation with subrecipients selected for awards. Monitors and audits subrecipient draws processed by KHC Corporate Planning and Accountability (CPA) division. Manages and monitors partner agency financial and service delivery performance through project completion to minimize KHC’s financial risk. Monitors grant expenditures and spending trends for assigned program(s). Ensures programmatic deadlines are on track by partners. Supports Quality Assurance/Technical Assistance Specialist(s) in monitoring of subrecipient agencies and implementation of corrective actions, as required. Provides technical assistance to partner agencies relating to application processes, contract execution and modification; draw requests; performance reporting; and project close out.
Essential Duties and Responsibilities:
Coordinates and implements application processes for partners seeking funding from assigned program(s):
In consultation with manager(s), develops application in appropriate database and creates application instructions and guidelines.
Ensures application compliance with federal, state regulations, United States Department of Housing and Urban Development (HUD)
Reviews submissions and contributes to application scoring, including capacity scorecard reviews.
Provides technical assistance to prospective applicants during application period.
Maintains information in appropriate software systems.
Implements contracts with subrecipients selected for awards:
Reviews, approves, and processes required documentation for multiple concurrent projects, including but not limited to required technical environmental reviews as applicable.
Creates and records project set up documentation.
Implements contracts (typically) grant agreements using software templates approved by KHC Legal department.
Maintains accurate contract documentation with all necessary supporting documents in the appropriate database.
Provides technical assistance to subrecipients on technical submission requirements.
Manages and monitors partner agency financial and service delivery performance through project completion to minimize KHC’s financial risk:
Ensures compliance with federal, state, and KHC regulatory and policy guidelines as specific to the assigned program(s).
Monitors and audits subrecipient draws processed by KHC CPA division and processes draws if the assigned program(s) do not submit draws to CPA. Reviews supporting documentation for a sample of draws monthly.
Monitors subrecipient expenditure rates and makes recommendations for reallocations as necessary during the grant period.
Monitors service delivery progress as comparted to contractual goals.
Reviews and processes individual project set-up packets for grants (if applicable).
Reviews and makes recommendations to management on waiver requests submitted by subrecipients.
Reviews and makes recommendations to management on budgetary modification requests submitted by subrecipient or deemed necessary by Project Specialist’s evaluation of subrecipient performance.
Reviews and approves Project Set-Ups
Reviews and makes recommendations to management on grant agreement modification requests submitted by subrecipients or deemed necessary by Project Specialist’s evaluation of subrecipient performance.
Reviews and approves Project Completion Reports.
Maintains accurate and complete electronic records in appropriate database(s) and network drive(s).
Provides ongoing technical assistance to subrecipients on contract modification; draw requests; performance reporting; and project close out.
Monitors grant expenditures and spending trends for assigned program(s) in aggregate:
Makes recommendations for reallocation targets and methodologies for reallocation at the program level.
Supports Quality Assurance/Technical Assistance Specialist(s) in monitoring of subrecipient agencies and implementation of corrective actions, as required.
Provides necessary data to support monitoring’s.
Makes recommendations for annual risk assessment based on subrecipient past performance.
Helps monitor completion of corrective actions.
Makes recommendations for subrecipient training needs based on administration of contracts.
Demonstrates capacity to manage a project load independently. Makes sound decisions on financial and/or programmatic matters to minimize KHC exposure to risk. Provides quality control functions as needed.

Additional Information:
Position requires knowledge of MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing; ability to plan, organize, and coordinate work activities, handling sensitive and confidential information. Position requires strong analytical skills, including problem-solving, and attention to detail to ensure a high level of accuracy. Must have ability to work under minimal supervision.
Knowledge of affordable housing programs, financial accounting procedures, and an understanding of housing models, real estate transactions, social services, and specialized housing models preferred. Knowledge of real estate, construction, social services, and specialized housing terminology helpful.
Education Requirements:
This level of knowledge would normally be acquired through completion of a bachelor’s degree in business administration, finance, management, public administration or a related field of study. A minimum of four years’ related experience may be substituted for degree requirements.
Housing Development Finance Certification is preferred.
Experience Requirements:
Position requires a minimum of two years’ experience in a responsible position in a professional environment with primary duties related to project management, housing program administration and/or financial analysis.
