Kentucky Housing Corporation Job Description   Job Title: IT Manager of Operations and Application Development                                     Work Group: Information Technology                                   FLSA Status: Exempt Reports to: Managing Director Information Technology     General Purpose of the Job:   The IT Manager of Operations and Application Development’s role is to supervise and ensure the efficient operation of the company's network, client servers, databases, and equipment. This includes managing the IT staff responsible for monitoring and diagnosing network and hardware problems. In addition, the IT Manager of Operations and Application Development will plan, coordinate, and supervise all activities related to the design, development, and implementation of organizational information systems and software applications. The IT Manager of Operations and Application Development is also responsible for maintaining, supporting, and upgrading existing systems and applications. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide his/her team on issues related to the design, development, and deployment of mission-critical information and software systems. This position will work closely with the IT executive staff and decision makers in other departments in order to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. The ideal candidate combines a strategic mindset with a hands-on approach to improve processes, enhance customer satisfaction, and achieve performance targets.   Essential Duties and Responsibilities:   Corporate IT Strategy and Planning in alignment with the organizational goals of KHC by analyzing market trends and customer feedback to identify opportunities for process improvements and service enhancements. Establishing long-term and short-term objectives to optimize resource allocation and achieve key performance indicators (KPIs). In addition, lead pre-testing phase of development by evaluating proposals in order to identify potential problem areas, and make the appropriate recommendations. Ensure that development projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues. Review and analyze existing application effectiveness and efficiency and then develop strategies for improving or leveraging these systems. Collaborate with IT leadership to define the operational roadmap and establish priorities.   IT Acquisition and Deployment by Identifying and implementing new technologies, hardware, tools, and processes to improve operational efficiency and service delivery. Lead vendor negotiations and manage vendor relationships to ensure value and quality. Work with The Director of IT to Oversee the recruitment, onboarding, and development of team members to maintain a high-performing workforce. Ensure the availability of resources, tools, and training to support team success. In addition, manage the development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise. Research and make recommendations on software products and services in support of procurement and development efforts. Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings. Ensure that any new software integration into company systems meets functional requirements, system compliance, and interface specifications. And collaborate with analysts, designers, and system owners in the testing of new software programs and applications. Operation Management to include supervision of network staff to monitor daily operations to ensure adherence to company standards, policies, and procedures. Manage budgets, forecasts, and financial performance within the respective KHC cost center. Identify and resolve operational issues promptly while mitigating risks. Establish metrics to measure team performance and ensure accountability. Drive a culture of continuous improvement through regular assessments and feedback loops. In addition, manage and provide direction for the application development team in support of business operations. Identify and resolve program errors. Provide technical leadership to project managers and programmers working on development project teams. Design, develop, and install enhancements and upgrades to systems and application software. Liaise with network administrators and software engineers to assist with quality assurance, program logic, and data processing. And cultivate, disseminate, and enforce functional policies, procedures, and quality assurance best practices.   Knowledge, skills, and abilities required of the position:   Knowledge of: Federal housing programs, laws and regulations Grant programs/compliance monitoring Word processing/spreadsheet applications such as Microsoft Word/Excel Basic rules of grammar and business writing Basic mathematic principles   Skill in: Collecting, analyzing and evaluating data Dealing with a diverse group of external and internal contacts at all levels Analyzing problems and reaching solutions Developing, implementing and coordinating of policies and procedures Assigning, managing and coordinating activities of staff   Ability to: Plan and organize work activities Prepare reports Present ideas effectively Handle sensitive/confidential information Develop work plans and implement projects independently   Additional Information: This position necessitates proficiency in MS Office Suite products and the capability to work effectively with a diverse range of individuals, including external contacts and cross-departmental teams. The role requires collaborative and independent work skills, the ability to gain consensus, multitask, manage conflict, and perform well under high-pressure situations. It also demands strong planning and presentation abilities, both verbal and written, as well as the capacity to plan, organize, and coordinate staff activities. Additionally, the position requires strong analytical skills, including problem-solving and attention to detail, to ensure a high level of accuracy. The candidate must be able to work with minimal supervision.   Must possess in-depth knowledge of systems, applications, and network infrastructure, specifically involving Cisco, Dell, IBM, Microsoft Azure, Microsoft Server and Virtualization. Proficiency in designing and documenting these systems is essential. Additionally, expertise in programming languages such as .Net, Angular, C#, Python, MVC Framework, Entity Framework, and Language Learning models is required, along with an understanding of their optimal applications.   Education Requirements: This level of knowledge would normally be acquired through completion of a bachelor’s degree in business administration, business management, information systems, development or programming; computer science or computer information systems. Four years’ related experience may be substituted for degree requirements. Experience Requirements: Position requires more than five years’ experience working in a multi-functional information systems area, preferably with combined application and network experience.
