Job Title: Weatherization Assistance Program Technical Administrator
Work Group: Housing Contract Administration

Reports to: Assistant Director-HCA Single-Family Programs
General Purpose of the Job
Serve as Lead for the Corporation as administrator of the Weatherization Assistance Program (WAP) funded by the Low-Income Home Energy Assistance Program (LIHEAP) and the US Department of Energy (DoE); manage funding and execution of WAP contracts with subrecipient agencies; serve as primary point of contact with DoE, the Cabinet for Health and Family Services (CHFS), and Community Action Kentucky (CAK) for WAP; produce DoE State WAP plan; manage WAP Policy Advisory Committee; direct monitoring of WAP subrecipient agencies in partnership with the Design and Construction Residential Energy Efficiency team; provide WAP technical assistance and training; develop DoE WAP State plan; create WAP reports and submit to DoE and CHFS; develop and modify WAP policies and procedures documents; monitor CoC system performance to identify shortfalls and strategies for improvement.
Essential Duties and Responsibilities:
Knowledge, skills, and abilities required of the position:
Manage WAP subrecipient agencies:
Create and manage an application process for WAP funding.
Competitively allocate funding.
Manage contract executions and subsequent modifications.
Provide basic technical assistance to subrecipients.
Monitor invoice submission of draw requests processed by Corporate Planning and Accountability.
Review 702s and 710s and other necessary supporting documentation for a sample of draw requests monthly.
Monitor subrecipient expenditure rates to identify unused funding that can be re-allocated to other subrecipients.
Train subrecipients on financial and program administration.
Link subrecipients with other non-profit developers to identify areas of collaboration to better serve eligible clients.
Provide technical assistance to subrecipients to ensure they can meet objectives and goals.
Work with agencies to do a better identification of completion goals.
Direct monitoring of WAP subrecipient agencies in partnership with the Design and Construction Residential Energy Efficiency team:
Manage contracted Financial/Program monitor
Coordinate construction monitoring with Design and Construction staff
Contribute to monitoring report development, including designations of findings and concerns and issue monitoring reports.
Monitor implementation of subrecipient corrective action plans
Build monitoring capacity within KHC beyond contracted Financial/Program monitor as resources allow.
Serve as primary point of contact with DoE, CHFS and CAK for WAP:
Manage contractual relationships with DoE, CHFS (LIHEAP); and CAK, including contractual and budget modifications.
Communicate with DOE on a bi-monthly basis.
Set clear expectations for and monitor performance of CAK in its supportive administrative role for WAP.
Participate in CAK Board Meetings.
Create WAP reports and submit to DoE and CHFS.
Coordinate CHFS and DoE monitoring of KHC and WAP subrecipients.
Respond to monitoring reports and any findings and concerns from those reports.
Implement corrective actions as necessary.
Work with CAK to coordinate responses to subrecipient Community Action Agencies experiencing WAP administration challenge.
Follow-up on program/administrative monitoring issues with desk reviews and technical assistance.
Manage WAP policy development and implementation to:
Increase eligible LIHEAP-funded activities uses.
Create multi-family WAP option for subrecipients.
Increase quantity and retention of certified WAP Dwelling Needs Evaluation (DNE) and Quality Control Inspection-certified staff across the WAP system.
Create a WAP system strategic plan in partnership with CAK and subrecipient agencies.
Manage and coordinate WAP Policy Advisory Committee (PAC):
Schedule and develop agendas for PAC meetings.
Increase frequency of meetings beyond annual meeting held during state plan development.
Identify and recruit members for PAC to expand its membership as promised in the DoE WAP State Plan
Develop and submit DoE WAP State Plan:
Conduct public hearing for plan.
Testify, as needed, to Legislative Committees on plan.
Responsible for maintaining up-to-date knowledge of program regulations and requirements. Coordinates interpretation of regulations and standards of practice with HCA staff, ensuring consistency in program administration.

Additional Information:
Position requires knowledge of MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing. Position requires strong analytical skills, including problem-solving and attention to detail. Must be able to make sound, reasonable decisions and recommendations, meeting regular tight deadlines, and handle sensitive and confidential information.
Education Requirements:
This level of knowledge would normally be acquired through completion of a bachelor’s degree program in business administration, finance, management, public administration, social services or related field of study. A minimum of four years’ related experience may be substituted for degree requirements. Master’s degree preferred.
Experience Requirements:
Position requires more than three years’ experience working in a responsible project management position in a professional office environment or in a position requiring knowledge of affordable housing programs.
Experience with Weatherization Assistance Program is required
