Job Description
Job Title: Weatherization Project Specialist II
Work Group: Housing Contract Administration
Reports to: Manager-Single Family/HCA Department Support Team
GENERAL PURPOSE OF THE JOB:
Responsible for administering activities for the Weatherization Assistance Program (WAP) funded by the Low-Income Home Energy Assistance Program (LIHEAP) and the US Department of Energy (DoE), including; drafting and managing WAP contracts with subrecipient agencies; assisting with WAP Policy Advisory Committee management; providing WAP technical assistance and training; revising WAP policies and procedures documents as needed; ensuring completion of Housing Contract Administration (HCA) -funded projects while minimizing KHC's financial risk; developing processes/procedures for new projects as they pertain to new funding and/or state partnerships; providing guidance to network with software implementation and maintenance; revising and performing risk assessments; and reviewing invoicing for WAP work, identifying problem sub-grantees and other duties as assigned
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manage WAP subrecipient agencies.
Manage contract executions and subsequent modifications.
Provide basic technical assistance to subrecipients.
Monitor and audit subrecipient draws processed by KHC Corporate Planning and Accountability (CPA) department and process draws if the assigned program(s) do not submit draws to CPA. Review financials in appropriate software system and other necessary supporting documentation for draw requests monthly.
Monitor subrecipient expenditure rates to identify unused funding that can be re-allocated to other subrecipients.
Provide technical assistance to subrecipients to ensure they can meet objectives and goals.
Work with agencies to do a better identification of completion goals.
Assist subrecipients with software system.
Assist with risk assessments
Manage all technical submissions and project setups in appropriate software systems
Processes budget modification waivers
Processes project closeouts
Monitors production numbers and contacts subgrantees who are performing below benchmarks
Coordinate Policy Advisory Committee (PAC) with Housing Policy Advisory Committee (HPAC).
· Assist administrator with preparation for HPAC meetings Serves as point of contact for PAC-HPAC members.
Develop and submit DoE WAP State Plan.
Assist with state plan
Schedule public hearing and coordinate the court reporter
Creates and maintains application system Universal Funding Application for subgrantees
Responsible for maintaining up-to-date knowledge of program regulations and requirements .Coordinates interpretation of regulations and standards of practice with HCA staff, ensuring consistency in program administration.Other duties as assigned.

ADDITIONAL INFORMATION: Position requires knowledge of MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing. Position requires strong analytical skills, including problem-solving and attention to detail. Must be able to make sound, reasonable decisions and recommendations, meeting regular tight deadlines, and handle sensitive and confidential information.
EDUCATION REQUIREMENT: This level of knowledge would normally be acquired through completion of a bachelor’s degree program in business administration, finance, management, public administration, social services or related field of study. A minimum of four years’ related experience may be substituted for degree requirements.
EXPERIENCE REQUIREMENTS: Position requires more than three years’ experience working in a responsible project management position in a professional office environment or in a position requiring knowledge of affordable housing programs.
Experience with Weatherization Assistance Program is strongly preferred.
