The Division of Emergency Management is hiring an Administrative Supervisor that supervises staff andimplements programs within the training section and reviews and approves qualifications forinstructors; Manages training requirements for the division; Recommends training courses to meet divisionrequirements.
Job duties include but are not limited to the following :
- Responsible for assisting with preparing the Kentucky Emergency Management (KYEM) training budget, reviewing and approving all training expenditures prior to presentation and / or in eMARS and assuring proper cost allocation while maintaining compliance with all state and federal guidelines.
- Provides training on demand and upon request while assuring KYEM compliance with state and federal regulations, policies and standards including personnel, Equal Employment Opportunity (EEO), and performance plans and evaluations.
- Keeps abreast of pertinent regulations within the state and federal government.
- Analyzes division operations and recommends policy and procedural changes.
- Maintains a qualified instructor group and lesson plan files to present mandated and optional training curriculum.
- Compiles eMARS and other reports as needed.
- Maintains division training records and financial reports.
- Requests subordinate to research and compile training courses and follow-up administrative reports.
- Provides training course material to the instructors.
- Prepares and distributes training reports.
- Assures Division compliance with current record retention policy.
- Prepares and delivers oral and written communication to emergency management providers, the general public, local, state, and federal officials on all activities of Division operations as requested and as required by KAR and KRS.
- Supervises and conducts performance appraisal of section personnel.
- Trains, coaches, mentors, and disciplines personnel to enhance the performance of the training section.
Minimum Requirements
EDUCATION : Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS : Four years of professional administrative experience.
Substitute EDUCATION for EXPERIENCE : A master's degree in public or business administration or a related field will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION : Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.) : NONE

Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
