Description
The Department of Workforce Development connects Kentuckians to employment, workforce information, education,and training.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.
The Department is searching for a Workforce Development Consultants to coordinate the activities of theQuality Jobs, Equity, Strategy and Training (QUEST) Disaster Recovery National Dislocated Works Grant (DWG's)that are an initiative by the U.S. Department of Labor (DOL). This position will support equity andresilience in communities and industries in the wake of significant economic disruptions in Kentucky.
The preferred candidate for this position will have experience facilitating community groups and will be ableto demonstrate time management skills, strong written and verbal communication skills, and ability to motivateothers toward a common goal.
Job duties :
- Serves as the lead worker to promote, education, train, inform and represent the employer workforcedevelopment programs to employers, job seekers and partnering associates in the One-Stop system of theKentucky Career Center for the QUEST and DWG programs
- Works closely with agency leaders to offer consulting services for employer workforce development
- Facilitates the delivery of Employer Workforce Development Programs through QUEST - assign, consult withbusiness and connect them to programs - read and follow federal and state laws and regulations
- Provides innovative, proactive and forward-thinking workforce development consultation and technicalassistance to businesses, Local Workforce Development areas, stakeholders, state and partner agencies
- Plans, implements and evaluates employer workforce development programs while working in the regionassigned
- Enters and maintains employer workforce development program data for the QUEST grant
- Performs other duties as assigned.
The Education and Labor Cabinet (ELC) participates in E-Verify and will provide the federal government withyour Form I-9 information to confirm that you are authorized to work in the United States. ELC will only useE-Verify once you have accepted a job offer and completed the Form I-9.
Minimum Requirements
EDUCATION : Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS : Two years experience in reviewing, monitoring, determining eligibility for, and / or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.
Substitute EDUCATION for EXPERIENCE : A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION : Work experience in workforce programs such as WIOA, employment services, and / or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title typically perform duties in an office setting. Travel is required.
