Description

The Education and Labor Cabinet's mission is to educate, prepare and train Kentucky's current and futureworkforces. Our goal is to create and make continuous improvements to an education and workforce system thatprepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers theyneed to compete and create jobs in the Commonwealth.

The Career Development Office provides workforce services to Kentuckians who are unemployed, under-employed,or searching for a new career path. We also provide a variety of services, such as assistance withunemployment insurance, business downsizing, labor market information, job postings, and recruiting andtraining.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.

Key Responsibilities :

  • Provides assistance to job seekers in need of services. Makes referrals to partnering agencies, monitorstheir progress, and performs case management and follow-up services.
  • Assists customers in developing leadership skills and planning career moves.
  • Develops employability plans based on vocational aptitudes, interests, and work experience.
  • Works with employers to promote the benefits of employment services and to solicit potential jobopportunities for employment service participants.
  • Assists employers with developing job orders and makes job referrals. Keeps a daily log of services.
  • Assists with job fairs and special promotions. Promotes employment services programs throughinteractions with other public, private, and state agencies.
  • Works in resource room assisting customers with unemployment insurance claim filing, addressquestions / concerns related to unemployment insurance claims via in-person and phone.
  • Administers aptitude tests and interprets and integrates scores to determine clients' interests,talents, overall job qualifications or training needs.
  • Conducts workshops for job seekers to assist with job search skills, resume writing, and interviewassistance.

  • This position will have access to confidential and sensitive information. The successful candidate will berequired to ensure the safeguarding and security of all confidential and sensitive information and will berequired to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes andrequirements pertaining to the safeguarding and security of confidential and sensitive information whileemployed and after employment ends.

    The Education and Labor Cabinet (ELC) also participates in E-Verify and will provide the federal governmentwith your Form I-9 information to confirm that you are authorized to work in the U.S. ELC will only use E-Verify once you have accepted a job offer and completed the Form I-9.

    Minimum Requirements

    EDUCATION : Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS : One year of experience in reviewing, monitoring, determining eligibility for, and / or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.

    Substitute EDUCATION for EXPERIENCE : A master's degree will substitute for one year of the required experience.

    Substitute EXPERIENCE for EDUCATION : Work experience in workforce programs such as WIOA, employment services, and / or unemployment insurance programs or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.
