Knowledge and Skills
- Knowledge of Department of Transportation & Federal Railroad Administration rules and regulations.
- Knowledge in train operations and safety requirements.
- Responsible for interpreting rules and regulations governing the railroad.
- Administer collective bargaining agreements through regular job.
Experience
- Must have a high school diploma, GED or equivalent credential.
- Requires a minimum of 5 years of practical experience in all aspects of construction.
- Prefer trade school certifications, college degree, or equivalent work experience in Bridge and Building and/or construction.
- Requires a valid driver’s license.
- Must be able to communicate successfully with a variety of disciplines and levels, both internal and external.
- Strong interpersonal skills for training and coaching activities.
- Must have strong leadership and organizational skills.
- Prefer proficiency in MS Office applications.
- Prefer experience in the application of labor contracts.

o Economic Performance - Implement and monitor operational practices to ensure equipment reliability and quality service while ensuring a safe and production workplace.
- Administer and manage the Department’s annual budget to meet financial targets.
- Analyze utilization of departmental workforce and facilities to continuously identify improvement in work practices and scheduling.
- Comply with and ensure staff compliance with all safety rules and procedures and report all hazards as required.
- Supervise and oversee the activities of all assigned employees for compliance with applicable Federal, State, and company rules and regulations, and KCS/MBTA Contract Agreements.
- Supervise and oversee the activities of all assigned employees for compliance with applicable Federal, State, and Company rules and regulations, and KCS/MBAT Contract Agreement.
- Responsible for rules and regulations governing the railroad.
- Responsible for reviewing plans, forms and documents pertaining to bridges and stations.
- Responsible for quality assurance of work performed by Stimulus / Force Account Department employees.
- Responsible for scheduling and tacking projects from both construction and financial aspect.
- Must be flexible enough to cover special planned assignments as necessary.
- Must be available to respond to emergency calls in a 24/7 transportation environment.
- Identify training needs and assist in the formulation and implementation of programs as required.
- Administer collective bargaining agreements through regular job.
- Ensure compliance with KCS equal employment policies, safety rules, and operating rules.
- Other duties as assigned during emergencies.
