Knowledge and Experience :

  • Must have Bachelor’s degree in Transportation or related field or equivalent combination of work experience, training and or education.
  • Must have a thorough knowledge of and compliance with all safety and operating rules, CFR Part 240, CFR 242 and CFR Part 217
  • Must have 10 years of experience managing Rail Operations, preferably is an Operations Center environment.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Demonstrated effectiveness in delivering strong leadership and organization skills.
  • Demonstrated excellent verbal and written skills and can communicate successfully with a variety of disciplines and levels including both internal and external staff.
  • Successful history of matching strong interpersonal skills to business needs.
  • Skills :

  • Must have intermediate skills in the MS Office, specifically Excel and Word
  • Must be NORAC qualified, and capable of learning Railroad physical characteristics.
  • Combination of relevant work experience, training and education.
  • A minimum of 3 years’ experience in railroad operations and interpreting safety rules.
  • Requires at least 2 years’ supervisory experience in the field.
  • Evidence of significant experience in the application of ATDA labor contracts.
  • Satisfactory prior work history.
  • Key Accountabilities :

  • Develop and implement a 3 to 12- month business plan for the area of accountability including competence and training, dispatchers’ and terminal managers effectiveness and efficiency, and the train dispatching system.
  • Provide Managerial Leadership to Dispatching and Terminal staff, and ensure the safe operations, optimal On-Time performance, and efficient operation. This includes providing individual coaching, development, holding direct reports to account, and providing managerial support.
  • Demonstrate understanding and adhere to the Keolis Commuter Services principals of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility and Economic Performance. Ensure the same is exercised within area of accountability.
  • Develop and grow positive relationships with union representatives to ensure a constructive working environment. Direct, supervise and participate in the daily operations of the system, including ensuring compliance with Federal and State laws governing operations.
  • Confirm the completion of reports and logs in a timely and accurate manner.
  • Ensure effective working relationship with counterparts at MBTA / CSX / PAN-AM / Mass Coastal / AMTRAK operations within set contexts.
  • Act as the primary point of contact to provide supervision to ensure the least possible adverse effect to the traveling public.
  • Ensure that operational contingency plans re implemented, when needed.
  • Ensure that assigned employees are fully qualified in the performance of their duties and operate in a safe and efficient manner.
  • Administer collective bargaining agreements as required through regular job performance.
  • Lead the hiring, work allocation, and on the job training for new employees.
  • Ensure compliance of all direct reports with FRA CFR217 regulations and associated testing, as well as all safety rules.
  • Ensure cross functional working relationships are established between Network Ops, Terminal Ops and Mechanical.
  • Attend and participate in all assigned training, specifically safety and security related.
