Compensation Package $190,000 - $225,000 Annually **$20,000 SIGNING BONUS**Under direction of the General Manager, and as a member of the Agency's Executive Management team, the ideal candidate will be responsible for supervising staff in the Improvement District No. 4 (ID4) Department, as well as planning, organizing and directing the operations, maintenance and funding of ID4 activities.
EXAMPLE OF DUTIES
Presenting information and providing recommendations to the Urban Bakersfield Advisory Committee (UBAC), the Kern County Water Agency Board of Directors (Board) and General Manager on a variety of administrative, operational and management issues related to the daily operation of ID4.Providing leadership and management in the development and implementation of Agency strategies, policies and programs within ID4.Preparing and administering the annual ID4 budget and other financial functions.Communicating with UBAC on issues and the status of initiatives and projects within ID4.Overseeing Agency laboratory functions in conformance with the regulations set forth by the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW) and United States Environmental Protection Agency (EPA).Overseeing the operations, monitoring and maintenance of the Agency water purification plant and distribution system to ensure conformance with the regulations set forth by the SWRCB, DDW and EPA.Providing safety and technical training to ID4 administrative, operations, maintenance and laboratory staff.Coordinating with Agency Engineering staff on the development of Agency water facility and/or systems conditional assessments and coordinating the Agency’s conditional assessment program for planning of preventative maintenance, mitigation of facility hazards, replacement of aging facilities (planned obsolescence), and development of infrastructure improvements of Agency facilities and/or systems (asset management).Administering and negotiating water supply and/or water exchange agreements.Developing and/or updating ID4’s Urban Water Management Plan, Water Shortage Contingency Plan and Annual Water Supply and Demand Assessments.Representing ID4 as a liaison with a variety of public and private agencies on regional projects.Overseeing the Agency’s Water Education Program.
