Job Purpose
The main purpose of this position is to provide administration, supervision, leadership, planning and program implementation for Kershaw County Solid Waste Department. This position will also provide customer service and public information on solid waste services to County residents and businesses.
Essential Duties and Responsibilities
At least 5 plus years of experience.
Manages all aspects of the Landfill operations for Kershaw County.
Oversees the daily operation of the construction & demolition landfill, transfer station, weigh scale and wood grinding and compost facility, waste reduction and recycling program, collection and recycling centers and long range maintenance of closed solid waste facilities.
Thorough knowledge of local, State and Federal laws regulating waste disposal and recycling; ability to plan, implement and direct the disposal of solid waste; knowledge of current trends in public solid waste management and landfill operations; ability to prepare and present technical reports related to all aspects of solid waste collection and disposal; ability to solve problems within scope of responsibility and identify issues in advance in order to prevent problems from occurring; ability to establish and maintain effective working relationships with County officials, departmental staff, regulatory agencies, consulting engineers, contractors, professional colleagues, and the general public; ability to effectively lead and manage the work of department staff.
Reviews and approves all correspondence from engineering consultants, State Department of Health and Environmental Control and US Environmental Protection Agency regarding landfill and transfer station operations and facilities.
Prepares and approves leave requests, time cards, payroll documents, personnel action forms, disciplinary forms and correspondence, annual performance appraisals, job advertisements, candidate interviews and position selections.
Ensures that county equipment is properly maintained and replaced in accordance with established schedules.
Promotes and administers an employee safety training program for departmental personnel.
Ensures regulatory, code, and contract compliance. Works on projects as directed by the County Administrator.
Reviews, recommends and promotes changes to the organizational structure and positions to meet the present and future needs of the program.
Receives and responds to requests for service and customer complaints from County residents, governmental agencies and businesses.
Oversees and ensures completion/implementation of facility construction projects, repairs and maintenance of existing facilities and program enhancement projects.
Prepares and causes to have prepared all local, state, and federal reports; ensures their completeness and timely submittal.
