Job Description
Assists in managing the daily operation of the KGB Transit System, ensuring successful implementation of strategies that produce cost effective and high-quality public transportation service for the community of Ketchikan. This position is responsible for overseeing the maintenance and repair of the company's fleet of revenue vehicles, facilities, equipment and support vehicles. This role ensures that all maintenance activities are performed efficiently, safely, within budget, and in compliance with regulatory standards. The supervisor will lead and manage a team of shop employees, ensuring their work is timely and of high quality.
We need this superviosor to help & train, and know enough to make decisions and develop policy & procedure but we do not want this position to be turning wrench at this rate of pay, as the other items are what are most critically needed.
Examples of Duties
- Provides leadership and direction to departmental staff to include coordinating maintenance work amongst department staff; coordinating work with external agencies and vendors; prioritizing and assigning work; conducting performance evaluations; ensuring that employees follow policies and procedures; and making hiring, termination, and disciplinary decisions and recommendations.
- Plans, organizes, and directs the maintenance and repair of all buses, vans, automobiles, service vehicles, related equipment, facilities and transit grounds; directs the periodic inspections of equipment operated and maintained by contractor organizations as well as facilities and transit grounds.
- Serves as a member of the Transit Management Team and participates in Agency policy development; assures departmental conformance to the Agency's vision, goals and objectives. serves on committees as requested; represents the Agency and makes oral presentations at meetings, conferences and other events as requested.
- Recommends fleet composition and participates in the development of specifications for vehicle, facilities, contract services, and related equipment procurement; participates when requested on negotiations with all potential equipment and supply vendors; evaluates and makes recommendations on vehicle, facility, and related equipment bids and offers; oversees service contracts and monitors vendor performance as needed.
- Assists with the preparation and development of the annual department budget; monitors and approves expenditures in accordance with Agency policies and principles of sound fiscal management.
- Makes recommendations to the Department Director and Deputy Director on Agency's labor relations (Contract) program which may include contract negotiation, administration of collective bargaining agreement, grievance investigations / response, and arbitration proceedings.
- Assists in the development of policies, guidelines, procedures and controls to ensure efficient and effective maintenance activities, and efficient and effective operation and maintenance of assigned programs. Assists with the development of short- and long-term department plans and programs; makes recommendations on department plans and reviews existing and future transit facilities and sites to ensure needs of the Agency and community are met.
- Maintains all required maintenance plans for the department as required by the Federal Transit Administration, Alaska Department of Transportation as well as Ketchikan Gateway Borough.
- Responsible for accurate and up-to-date maintenance of all department maintenance technologies and data including but not limited to Asset Management System, Inventory Management, Parts Management, Service History, Diagnostic & Real-Time bus location systems.
- Assists with all department public information & technologies, including but not limited to public notifications, onboard networking and delivery systems as well as physical and digital signage.
- Prepares, maintains and distributes records, reports, statistics and other materials for Agency use and for Local, State and Federal agencies as required.
- Responsible for ensuring that a Transit Asset Management (TAM) plan is prepared for Alaska DOT compliance and ensures implementation of approved plan.
- Performs other duties of a similar nature or level or as assigned.
SUPERVISORY RESPONSIBILITIES :
Supervise and evaluate the department mechanics, facilities staff, including temporary and seasonal maintenance support.
ADDITIONAL JOB DUTIES :
Provide instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to the duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have.
Performs all duties of assigned personnel.
Perform other duties as assigned by the Director or Deputy Director.
This position is a safety-sensitive position and is subject to United States Department of Transportation (USDOT) - Federal Transit Administration (FTA) drug and alcohol testing. Additionally, applicants of safety-sensitive positions are required (even if ultimately not hired) to provide Ketchikan Gateway Borough with signed written releases requesting USDOT drug and alcohol records from all previous, USDOT-covered, employers that the applicant has worked for within the last two years. Failure to do so will result in the employment offer being rescinded. Ketchikan Gateway Boroughs also required to ask all applicants (even if ultimately not hired) if they have tested positive or refused to test on a pre-employment test for any USDOT covered employer within the last two years."
Qualifications
PHYSICAL ACTIVITIES INCLUDE :
Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, stooping, pushing, reaching, climbing on stools and ladders, driving vehicles, frequent exposure to inclement weather, and routinely lifting and carrying items and boxes up to fifty (50) pounds.
Requirements
LICENSES :
Valid State of Alaska CDL Class B driver's license with a driving record acceptable to the Borough's
insurance carrier.
The following licenses / certificates must be current or obtained within
EDUCATION AND EXPERIENCE :
A minimum of five years' supervisory experience is preferred, and ten years' maintenance experience with diesel and gas, hybrid or EV powered vehicles and / or facilities maintenance preferred; Gillig specific experience highly desired, power and hand tool experience are required. Welding experience and forklift certification are preferred.
Any combination of related education and / or related experience will be considered if the candidate possesses the demonstrated ability.
