POSITION ANNOUNCEMENT

POSITION: PROBATION OFFICER/COMMUNITY SERVICE COORDINATOR

Full-time, Non-exempt position

LOCATION: Keweenaw Bay Tribal Court

Baraga, Michigan 49908

SUPERVISORY CONTROL:Chief Judge

SALARY: Grade 9 (minimum starting wage = $21.33/hr.)

QUALIFICATIONS:

  • Bachelor’s Degree in Criminal Justice, Human Services, Administrative, or a related field is required.

OR

  • An Associate’s degree in Criminal Justice, Human Services, Administrative, or related field with at least two (2) years of work experience in the Criminal Justice or Human Services field is required.

OR

High School Diploma, GED and at least four (4) years full-time work experience/education in a Criminal Justice, Human Services, Administrative, or related field is required.

  • Must be at least 18 years of age.
  • Has not been convicted of an offense in any jurisdiction within the past year.
  • Must not have been convicted of an offense in any jurisdiction for which the maximum penalty is one (1) year incarceration or more within the last five (5) years.
  • Prior experience or training as a Probation Officer, preferred.
  • Prior experience or training in the substance abuse field, preferred.
  • Previous record-keeping experience, preferred.
  • Must possess strong time management skills and be able to work efficiently and prioritize tasks.
  • Must be able to take direction and also work independently in a customer-service type manner.
  • Must be detail-oriented and possess excellent analytical skills and exceptional organizational skills.
  • Must possess excellent written and verbal communication skills, and have the ability to work effectively with people.
  • Must possess a strong understanding of computer software systems related to word processing, spread sheeting, and databases; and exhibit efficiency in word processing.
  • Must be able to operate specialized office equipment such as scanners, printers, optical character recognition machines, and software to complete tasks.
  • Must be able to operate specialized equipment such as “breathalyzer” and tether components to complete monitoring tasks.
  • Must be willing to be trained on data entry and the document management system utilized by the Tribal Court.
  • Must have a professional appearance and perform in a professional manner.
  • Must have the ability to maintain strict confidentiality.
  • Must be able to lift 50 lb. file boxes.
  • Must have a valid Michigan Driver’s License, reliable vehicle, and vehicle insurance.
  • Must be able to obtain a satisfactory clearance in accordance with the Indian Child Protection and Family Violence Prevention Act Background Investigation Policy.
  • Employment is contingent upon the satisfactory result of a Security Background Check, pre-employment drug testing and pre-employment physical.

INDIAN PREFERENCE: Preference will be given to qualified individuals of American Indian descent.

VETERAN PREFERENCE: Preference will be given to qualified Veterans who do not have bad conduct or dishonorable discharges (need DD214).

DUTIES AND RESPONSIBILITIES:

  • Implements and monitors the ongoing programs, requirements, and activities of the Probation Department.
  • Works closely with law enforcement in the supervision of Probationers.
  • Pre-Sentencing Investigation: Conduct background investigation which includes reviewing arrest report, driving record, criminal history, employment record, and other pertinent information. Conduct interviews of the offender, offenders’ family, employer, school authorities, as well as police and complainant/victim if necessary.
  • Sentencing Recommendation: Review and analyze information from the pre-sentence investigation to prepare a written informational report and recommendation in order to assist the Court in determining appropriate sentences for individuals brought before the Court.
  • Supervision: Supervise probationers during the term of probation to ensure that they comply with the terms and conditions of the Court’s order. Create procedures for the efficient supervision of probationers. Conducts home visits for applying random drug testing schedules and administering court-ordered drug testing. Monitors standards for urine collection and compliance reporting. Develops and maintains a system that reliably records and disseminates drug testing test results. Maintains a data collection system to monitor client compliance. Refer probationer to qualified treatment and counseling personnel in the community and assist in scheduling. Refer the probationer to vocational, educational, and other resources to improve their work skills. Install, maintain, and monitor electronic monitoring and tethering equipment.
  • Records Management: Create, manage, and maintain a confidential record of the disposition of all probation cases ordered by the Court; including community service referral forms, monthly report forms, relevant reports from substance abuse agencies, psychological or psychiatric reports, sex offender registration forms, and notes relevant to the probationer’s standing and progress, among others, and record and assess fees.
  • Administers drug testing.
  • Probation Violations: Conducts investigation of reported probation violations; and petition violations of probation conditions into Court for Probation Revocation proceedings per the Tribal Code.
  • Bond Monitoring: Conduct an investigation of reported bond violations, and file an affidavit with the Court or Prosecutor’s Office upon a probable cause finding.
  • Implement and maintain a community service program to be used when appropriate as an alternative to incarcerations and/or payment of fines.
  • Coordinates with KBIC departments to place community service workers, upon request of the KBIC Department, based on availability, skills, and limitations.
  • Maintains a list of KBIC Departments that have ongoing community service needs.
  • Implements supervision of Probationer's community service projects and assists with community service supervision of Healing to Wellness Court Clients.
  • Accurately records community service hours completed and submits a credit request to the Court Clerks.
  • Assists in monitoring the ongoing program requirement activities of the Healing to Wellness Program.
  • Participates as a Healing to Wellness Program team member and attends weekly Healing to Wellness sessions.
  • Works closely with the HTW Coordinator to assist in the supervision on Healing to Wellness Court clients (Curfew checks, home visits/searches, travel and people contact restrictions).
  • Assists Prosecuting Attorney, Tribal Police, Behavioral Health, and Tribal Court in the coordination and implementation of a jail diversion program.
  • May assist in writing evaluation plans; and quarterly reports; and prepare budgetary estimates and justifications.
  • Knowledge of criminal procedure, civil procedure, Tribal Law, and Tribal Court procedures and policies.
  • Communicate effectively with community members, human service providers, law enforcement, and the general public.
  • Work independently and work effectively with judges, Court personnel, service workers, and other agencies.
  • Communicate effectively both orally and in writing.
  • Have extensive knowledge of community agencies and resources.
  • Maintain confidentiality of Court information of a sensitive nature. Carry out duties and responsibilities in a professional manner.
  • Maintain office in an orderly and organized fashion.
  • Maintain warrant list.
  • Conduct investigations and prepare informational reports in order to make written and oral reports to the Court at the Court’s request.
  • Attend training and travel as necessary, and/or as requested by supervisor, including, but not limited to receiving training in order to perform Preliminary Breath Tests (PBT), urinalysis, and chemical oral swab testing.
  • All other duties as assigned by supervisor.

Job Type: Full-time

Pay: $21.33 - $28.67 per hour
