Job Summary

The Home Manager primary responsibilities is for the delivery and evaluation of services provided by Beacon Specialized Living Services to individuals served as well as providing supervision to Direct Support Professionals. Home Managers are expected to perform all job duties within the organizations policies and procedures, regulatory statutes 245D (or other relevant regulations) and in accordance with our “I CARE” core values of the organization – Integrity, Compassion, Advocacy, Respect and Excellence.

Job Duties and Expectations

The Home Manager is responsible for the day-to-day operations of the services / program sites they are assigned and for the implementation of individuals’ service plans in accordance with 245D. This includes (but is not limited to) the following :

  • Oversight of the company responsibilities assigned in each individuals Community Service Support Plan (CSSP) and CSSP Addendum (CSSP-A). This includes but is not limited to ensuring that information in the CSSP and CSSP-A is accurate and consistent; outcome-based services are developed and delivered in accordance with the individuals plan, identifying and meeting the assigned health needs of individuals supported; and ensuring that any person-specific staff training requirements and qualifications are met.
  • Evaluation of the effectiveness of service delivery, methodologies, and progress on each individual’s outcomes based on measurable and observable criteria for identifying when the desired outcome has been achieved as identified in their CSSP / CSSP-A.
  • Ensure that all information and documentation related to service provision is being maintained accurately and consistent with licensing requirements and company policy and standards.
  • Maintain effective and timely communication and teamwork with all stakeholders.
  • Participate as an agency team member; this includes attending required meetings, providing backup coverage, and making agency-wide contributions.
  • Manage financial responsibilities for the individuals supported and / or program by : Generating appropriate billing and following budget parameters.Utilizing resources effectively, including use of company equipment and materials, mileage and program-related expenses, and billable and non- billable time.Operating within service parameters according to each person’s service authorization (i.e., type, amount, location, and frequency) as authorized by the referring source and consistent with the individual’s plan. Initiate action and respond to financial requests in a timely, appropriate manner.
  • Manage a staffing schedule that meets the needs of the program / individuals supported as identified in their CSSP and service agreements within the budget.
  • Provide oversight, supervision, and leadership to the Direct Support Professionals to ensure that the needs identified individuals CSSP / CSSP-A are supported are effectively met and that their job duties are performed in accordance with their job descriptions and company policies and standards.
  • Follow company guidelines and expectations for staff training and development and ensure training records are recorded in compliance with 245D.
  • Complete orientation and training requirements to develop and maintain job competencies, promote personal and professional growth, and fulfill company requirements. This includes demonstrated competency and knowledge to meet the 245D training and Home Manager qualification requirements.
  • Maintain a current understanding of applicable laws, rules, and regulations governing services to individuals supported as relative to programs sites (245D, ICF / DD Regulations, Positive Support Rule, etc.)
  • For foster care and ICF programs, ensure that the physical site is in good repair and that needs for repair and maintenance are communicated in a timely manner
  • Provide on-call supports as a part of an on-call rotation.
  • Perform all job duties in the Direct Support Professional and Lead Direct Support Professional job descriptions as needed.
  • Other duties as assigned.

  • Proficiency with computer skills using Microsoft Word and Excel.
  • Financial skills to understand and meet financial expectations.
  • Ability to coordinate team services within diverse home and community-based settings.
  • Ability to identify problems, gather relevant facts, evaluate options, and make appropriate decisions.
  • Effective written and oral communication skills to relate to diverse individuals and groups throughout the agency and community.
  • Skills to supervise, train and evaluate Direct Support Professionals in accordance with their job responsibilities.
  • Ability to locate community resources, network, and foster team development.
  • Required Education and Experience

  • Must meet Home Manager Requirements as defined in 245D.
  • Must be at least 18 years old or 21 years old in Child Foster Care sites without a variance.
  • Must successfully complete MN Department of Human Services background study process.
  • Must meet licensed driver / insurability requirements and have a safe, insured vehicle to perform work duties unless otherwise specified.
  • Must be proficient in comprehending, reading, writing, and speaking English.
  • Working Conditions

  • Is subject to frequent interruptions, imposed deadlines and frequent problem-solving activities.
  • May be subject to hostile and emotionally upset persons supported, staff, family members, visitors, and personnel from other agencies.
  • May be exposed to a variety of conditions, infectious diseases, odors, dust, etc. throughout the working hours.
  • Regularly travels in the community, drives a vehicle and transports persons supported and may be asked to use the employee’s own vehicle (with paid mileage).
  • Is subject to flexible hours, including split shifts or varied days and times including mornings, afternoons, and evenings; holidays, weekends and overnights depending on service coverage needs.
  • Works in a variety of settings, which may include inside or outside the home environment, work setting, and / or throughout the community.
  • Work locations may vary according to the needs of the company and staffing requirements. May be assigned to work sites throughout the various counties where services are provided by the company, including reassignment to a different shift when the scheduled shift has been cancelled.
  • May be subject to physically aggressive persons supported and may be required to implement an emergency use of manual restraint if allowed by the company’s EUMR policy.
  • May be exposed to animals, including but not limited to dogs, cats, pet rodents, birds or pet reptiles.
  • Physical Demands

  • Sits, stands, walks, bends, and moves intermittently during working hours.
  • Lifting / transferring requirements vary based on service provision and the needs of persons supported.
  • Ability to master the use of all physical intervention and assistance techniques, including permitted and restricted procedures, necessary to meet the needs of persons supported and as directed by the CSSP Addendum.
  • Must possess sight / hearing senses or use prosthetic services that will enable these senses to function adequately.
