The Human Resources Specialist will play a pivotal role in sourcing, attracting, and hiring top talent for our organization, as well as designing, implementing, and managing talent development programs to support the learning, growth, and career development of our employees.
JOB QUALIFICATIONS:
- Minimum Bachelor’s degree within Human Resources or Business Administration area or an equivalent combination of education, training, and/or experience required
- Minimum 5 years previous work experience in Human Resources with strong computer and time management skills
- HR Certification is a plus (e.g., PHR or SHRM-CP)
- Proven experience in recruiter and talent development roles
- Experience with ADP Workforce and Deltek Software is a plus
- Familiarity with Federal and State employment laws preferred
- Proficient skills in Microsoft Office (Word, Excel, and PowerPoint), Adobe Acrobat,
- Ability to communicate verbally and with diplomacy over the telephone and in person with internal and external customers
- Communicate with superiors, coworkers, and external clients regarding resolution of any concerns and/or problems, often requiring high levels of patience, tact, and diplomacy to defuse anger, collect information and resolve conflict
- Ability to develop and effectively present technical HR information to management and/or public groups
- Ability to provide written documentation of policies and procedures, letters, status, and statistical reports and memos
- Exceptional organizational skills, detail-oriented and able to meet deadlines
- Ability to work independently with minimal supervision on directed and self-initiated tasks

ESSENTIAL JOB FUNCTIONS:
- Partner with hiring managers to understand staffing needs and develop recruitment strategies
- Source candidates through various channels including job boards, colleges, professional organizations, social media, networking, and employee referrals
- Screen resumes and assist with interviews to assess candidate qualifications and fit for the position
- Coordinate and schedule interviews with hiring managers and candidates
- Conduct reference checks and background screenings as needed
- Extend job offers and negotiate salary packages with selected candidates
- Maintain accurate and up-to-date candidate records in the applicant tracking system
- Provide a positive candidate experience throughout the recruitment process
- Stay informed of industry trends and best practices in recruitment and talent acquisition
- Coordinates new employee onboarding, including orientation sessions and training
- Ensuring appropriate hiring practices and efficiencies in hiring
- Build and maintain relationships with candidates to create a pipeline of qualified talent for future opportunities
- Collaborate with managers to assess learning and development needs across the organization
- Design and implement talent development strategies, programs, and initiatives to address identified needs
- Develop and maintain a comprehensive training curriculum that aligns with organizational goals, competencies, and career paths
- Deliver training sessions, workshops, and other learning activities using a variety of methods, including instructor-led training, e-learning, and on-the-job training
- Evaluate the effectiveness of training programs through participant feedback, assessments, and metrics analysis
- Provide coaching, guidance, and support to employees and managers on career development and growth opportunities
- Maintain accurate records of training activities, attendance, and program evaluations
- Responsible for ensuring that job descriptions for all positions are up-to-date and accurate
- Responsible for ensuring that career pathways list for all disciplines are up-to-date and accurate
- Monitoring, overseeing, and updating the performance review program.
- Participate on committees and special projects
- Perform other duties as assigned
LOCATION: Waipahu, HI
SALARY RANGE: $55,000 – $75,000 per year depending on experience
