Position Summary:
Midnight Sun Professional Services is seeking a Program Manager (PM) with extensive experience in Federal Government contracts to support a federal contract with The Naval Surface Warfare Center Dahlgren Division (NSWCDD) and Dam Neck Activity (DNA). The PM will oversee contract performance, schedules, and costs while ensuring compliance with contract terms. This role requires managing multiple projects, coordinating resources, and serving as liaison between the customer and corporate management. Travel will be required to work sites as needed.
The NSWCDD and DNA provides comprehensive and dedicated support to the Navy of research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems and fleet support. NSWCDD and DNA provides the military with testing and certification and fleet support at the Potomac River Test Range and Combat Direction Systems Activity in in Dahlgren, Dam Neck, and Washington, DC.
This position is contingent upon contract award.
Duties/Responsibilities:
- Provide technical and administrative oversight of Government contract performance.
- Serve as the primary liaison between the Customer Representative and corporate management.
- Ensure all contract activities conform to terms and conditions.
- Manage multiple services simultaneously across different projects.
- Organize and allocate resources to support concurrent activities.
- Oversee Government contract execution and ensure contract deliverables are met.
- Monitor and control costs, schedules, and deliverables to ensure contract compliance.
- Lead progress reviews and reporting to Government stakeholders.
- Develop and implement risk mitigation strategies.
- Conduct task prioritization meetings with Government stakeholders and subject matter experts.
- Provide oversight and supervision to ensure all personnel follow contract guidelines.
- Ensure staffing aligns with contract requirements and Government expectations.
- Implement hiring, onboarding, and training plans for new personnel.
- Submit a Contracting Officer's Management Report that details personnel assignments, invoices, and contract compliance.
- Participate in In-Progress Reviews (IPRs) to assess contract performance every six months.
- Ensure compliance with Government quality assurance and reporting standards.
- Establish clear communication channels with Government and subcontractor teams.
- Ensure contract personnel comply with DoD security and clearance requirements.
- Maintain a high level of data security and confidentiality when handling sensitive or classified information.
- Manage contract subcontractor compliance and team performance.
Minimum Requirements:
Education and Industry Experience
- Bachelors Degree in business administration, project management, or related preferred.
- 10 years of program management experience, including both technical and administrative aspects of Government contract performance.
- 5 years managing Federal Government programs/contracts.
- Experience with administrative oversight of contractual matters.
- Experience managing services simultaneously while supporting multiple projects.
- Experience organizing resources to support many concurrent activities.
Knowledge, Skills, and Abilities
- Knowledge of Government contract performance requirements.
- Experience providing contract data deliverables.
- Strong organizational and resource allocation skills.
- Ability to manage and oversee multiple projects concurrently.
- Excellent liaison and communication skills.
- Experience managing contract schedules and costs.
- Ability to support and oversee administrative and technical aspects of a program.
- Strong proficiency in formal reporting and documentation.
- Experience using Government enterprise resource planning tools.
Certifications/Licenses/Other
- Ability to obtain and maintain Top Secret clearance.
- Active TS preferred.
- Must comply with DoD and Federal clearance requirements.
