What are the responsibilities and job description for the Pipeline Safety Compliance Specialist position at Kinetik?
Schedule: Monday – Friday, after hours as needed due to business necessity
Essential Duties and Responsibilities:
Responsible for ensuring compliance with all Department of Transportation (DOT), Pipeline Safety Regulations, Parts 191,192 and 195 applicable to gathering or transportation of natural gas, NGL or crude oil for all Kinetik pipeline facilities and operations.
Responsible for the development, implementation and administration of Pipeline Safety programs, policies, procedures to ensure compliance at Kinetik facilities.
Responsible for upgrading and maintaining pipeline safety programs and documentation to meet or exceed regulatory requirements and provide policy change recommendations to management.
Assist with development, implementing and maintaining an Integrity Management Program that meets regulatory requirements.
Responsible for the management and updating of records, maps and drawings to comply with Pipeline Safety Regulations.
Assist with Texas Railroad Commission pipeline permit process.
Ensures that Kinetik’s Operator Qualification Program and the associated training, testing and supporting documentation meets or exceeds regulatory requirements.
Responsible for coordinating and maintaining a consistent Management of Change (MOC) process for all facilities as required by Pipeline Safety Regulations.
Represents Kinetik during Pipeline Safety inspections, interviews or audits performed by regulatory agencies.
Remains current with changes, revisions or amendments to Pipeline Safety Regulations that may affect Kinetik.
Prepares and submits reports, making notifications, both internal and external, that may be required to comply with Pipeline Safety Regulations and Kinetik policies.
Responsible for ongoing reporting to management of pipeline safety activities, changes or needs to ensure continued compliance.
Assist with and / or conduct pipeline safety and other non-routine training.
Assist with conducting incident or accident investigations, including the resolution of any finding or recommendation and any associated reporting requirements.
Assess, determine applicability and if directed integrate a Pipeline Safety Management System per API RP 1173 into existing Kinetik safety programs.

Education and/or Work Experience Requirements:
Bachelor’s degree in science or an engineering discipline preferred;
Experience in developing and delivering training on company natural gas Operations, Maintenance & Emergency manual, and liquid Operations & Maintenance manual.
Knowledge of DoT regulations and standards (49 CFR Part 191,192, 195 & 199)
5 years of applicable industry experience in Regulatory Compliance related to 49 CFR Parts 192 and / or 195;
Expert knowledge of State and Federal pipeline safety regulations and standards applicable to gas gathering and transmission systems, field compression, natural gas processing facilities, and NGL/Crude pipelines, including experience working with Regulatory Agencies such as Texas Railroad Commission, NM PRC and / or PHMSA.;
Experience in reviewing, developing, and submitting reports as required by applicable Regulatory Agencies;
Strong written and verbal communication;
Possess and maintain a valid driver's license to include a safe driving record satisfactory to the company;
Ability to understand and follow directions;
Maintain discretion and confidentiality;
Good time management and organizational skills;
Computer knowledge (MS Office).
Working Conditions:
Will be working in an office environment with prolonged periods of sitting and working on a computer.
Will work outdoors in adverse or extreme weather conditions.
Will be required to frequently drive to other field facilities within their assigned region.
Available outside of normal working hours as needed for business necessity.

Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards
Ability to work effectively in all working conditions noted above.
Will require lifting, carrying, pushing, and pulling up to 50 lbs. in a safe manner on an occasional basis.
Ability to possess and maintain a valid driver's license to include a safe driving record satisfactory to the company.
