Job Duties

Develop and deliver clarity for administrative policies and procedures for the division in partnership with King County Metro and Sound Transit personnel through the following:
Act as a consultant and primary advisor to all levels of management across the division on administrative needs and functions.
Serve as an expert technical resource for cross-functional, inter-departmental projects and project teams related to administrative needs and functions.
Help Rail employees with questions regarding KC policies and procedures; provide information and process clarity on HR, payroll, purchasing, grievance tracking, and other administrative topics.
Create operational guidelines to clarify administrative procedures for the division.
Oversee division records management practices and retention schedule; update practices and filing systems as needed; and create new records filing systems as needed (electronic and physical).
Seek continuous improvement through periodic process and procedure review for the Division through the following duties:
Guide process improvement teams in the use of administrative data and other information to assess and understand issues, evaluate options, and make decisions.
Visualize data for decision making by utilizing tools such as power BI, Excel and PowerPoint.
Assist in data collection, analysis, and make recommendations for improvements and develop new process procedures.
Support business teams in identifying and delivering significant and quantifiable business process improvements.
Manage the Rail Administrative Services team to help create consistency and balance workload for the team through the following duties:
Manage administrative team and assure accountability of members and their respective job duties.
Develop a cross training plan for redundancy and enhance administrative support by identifying needed resources to foster a successful administrative team.
Coordinate the creation of Rail administrative guidelines by collaborating with stakeholders such as Rail Section Leaders, Metro HR, Sound Transit, King County payroll and Transit Labor Relations.
Collaborate with and assist Administrator IIIs in their regular duties and support for other work groups in establishing procedures and implementing training programs; and developing work plans and goals for the administrative team.
Provide guidance to administrative team members in identifying routine tasks to include in the administrative process and procedures guidebook.
Create a program to support administrative team members career development; meeting regularly to discuss goals, improvements, and performance expectations.
Perform other related duties as required; may be assigned to special projects.
Experience, Qualifications, Knowledge, Skills
We are looking for qualified candidates who have:
A Bachelor's degree in business, public administration, or related field AND
Two (2) years of Business process analysis improvement experience, which includes leadership
OR any combination of experience, education, and training that provides the required knowledge, skills and abilities to perform the work.

Expertise in oral, written, and interpersonal communications skills
Experience leading, organizing, and motivating multidisciplinary teams and working with matrixed workgroups and individuals at all levels within a large organization.
Demonstrated strong attention to detail and proven ability to multi-task and remain organized in a fast-paced environment with multiple deadlines and changing priorities.
Intermediate level proficiency with software and tools generally used by business and administrative staff, including Office products such as Outlook, Word, Excel, Teams, and SharePoint.
Time management skills that demonstrate the ability to manage competing priorities, multiple projects, and daily responsibilities in an effective and efficient manner.
Skill in analyzing information, solving complex and analytical challenges, and making
recommendations based on analysis.
Demonstrated experience managing and leading change, ensuring project execution and quality while successfully managing and mitigating risk.
Experience in the use of large, complex spreadsheets, word processing, presentation, statistical analysis and database software.
Analyze and evaluate issues related to labor contracts.
Experience with data visualization using Microsoft Office and Power BI
Highly Desirable Qualifications:
Knowledge of Sound Transit’s administrative policies and procedures.
Ability to translate King County’s administrative policies and procedures into Rail’s unique operating environment.
Advanced knowledge of and experience with King County’s administrative systems, processes, policies, and procedures.
Salary : $118,000 - $143,000
