Organizational Overview
The King County Regional Homelessness Authority (KCRHA) is a public administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, with a focus on continuous improvement across the system, centering lived experience and making the most effective use of public funds. Team Overview
The Homeless Investment Team is responsible for systematically and efficiently managing contract creation, execution, monitoring, and analysis to maximize financial and operational performance, minimize risk, and ensure people experiencing homelessness get the best services that can be provided in our region. The ~$250M portfolio of homeless crisis response contracts includes homeless prevention, diversion, outreach, emergency services, and housing contracts that are funded by King County, the City of Seattle, suburban cities, State, and/or Federal fund sources.
Role Description
The Housing Stability Manager (HS Manager) plays a pivotal role in leading the performance management and continuous improvement efforts for housing programs, specifically within the Continuum of Care (CoC) framework. The HS Manager will ensure that CoC- funded, locally funded programs and other housing initiatives are effective, efficient, and customer-centered, with a strong focus on increasing access to stable housing for individuals and families experiencing homelessness.
In partnership with the Director of Homeless Investment, the HS Manager will oversee program performance, ensure adherence to HUD regulations, and manage the integration of performance data to drive program improvements. This position supervises a team of four professionals and provides strategic direction to ensure that housing programs achieve measurable impact, align with HUD CoC priorities, and advance the KCRHA’s Overall mission.
Key Responsibilities
Program Performance Management & Continuous Improvement
- Lead the design, implementation, and oversight of CoC-funded housing programs, ensuring compliance with HUD and local guidelines and maximizing program effectiveness to increase access to stable housing.
- Develop and manage detailed work plans for performance management, ensuring alignment with both CoC program goals and KCRHA’s broader housing stability objectives.
- Track and monitor housing program performance metrics and use data to assess the impact and effectiveness of CoC programs.
- Work closely with the Director of Homeless Investment to create and implement strategies for continuous improvement, leveraging performance data, client feedback, and stakeholder input.
- Ensure all housing programs adhere to Standard Operating Procedures (SOPs), maintaining high quality and compliance with HUD regulations.
Staff Supervision & Team Leadership
- Ensure Manage a team of four staff members, providing mentorship and professional development opportunities to build skills in program performance and CoC compliance.
- Foster a customer-centered, equity-focused, and inclusive team environment where staff feel supported in their roles and encouraged to grow.
- Lead regular team meetings, retreats, and training opportunities to strengthen the capacity of the team to deliver high-quality, efficient housing solutions.
- Model leadership behaviors that promote accountability, collaboration, and a focus on client-centered, solutions-oriented approaches to housing stability.
Stakeholder Engagement & Collaboration
- Engage with community-based organizations, service providers, and government agencies to ensure alignment with CoC program objectives and leverage resources for greater impact.
- Actively represent the KCRHA in relevant meetings with local and state agencies, advocating for resources and policy changes that enhance housing access for vulnerable populations.
- Cultivate relationships with stakeholders across sectors, including healthcare, social services, and housing development, to integrate solutions and improve housing outcomes.
- Work closely with CoC partners to identify challenges, develop solutions, and implement innovative approaches to housing stabilization.
Minimum Requirements
- Equity & Racial Justice Fluency: Demonstrated ability to apply equity and racial justice principles in housing programs, with a focus on reducing disparities and increasing access to housing for underserved communities.
- Experience: 5-7 years in housing, homelessness services, or a related field, including at least 1 year of experience managing projects or teams and working with HUD Continuum of Care (CoC) programs.
- Leadership: Proven success in managing teams of 2-4 staff members, with a track record of fostering team growth and achieving high-impact outcomes.
- Technical Skills: Proficiency in Microsoft Office Suite and familiarity with data management platforms used for tracking housing program performance and outcomes.
- Budget Management: Experience overseeing budgets and financial resources, including CoC program funding.
Additional Requirements
- Valid Washington State Driver's License.
- Ability to travel up to 10% for in state and out-of-state meetings, conferences, and collaboration efforts.
- Experience working across government agencies and community organizations, particularly in the context of CoC funding and homelessness prevention.
- Proven success in designing and implementing data-driven, performance-based approaches to housing program management and continuous improvement.
- Strong verbal and written communication skills, with the ability to communicate complex housing policies and performance metrics to diverse audiences.
- Exceptional organizational and project management skills, with the ability to balance competing priorities and meet deadlines in a fast-paced environment.
- A high level of customer service orientation and attention to detail.
- Comfort with using technology platforms, including cloud-based systems and specialized data tools.
