The King County Department of Adult and Juvenile Detention’s (DAJD) Juvenile Division is seeking a highly motivated professional to join our team as Chief of Operations/Security.
This position is a member of the Juvenile Division Senior Management Team and plays a key leadership role and is integral to managing and inspiring detention staff in providing the best care, security, learning and growth opportunities for detained youth in King County. This role involves daily interaction with corrections supervisors, juvenile detention officers, other division staff involved in restorative justice and juvenile-justice related work, and detained youth. This position requires a keen understanding of the strategies and tactics necessary to run a juvenile detention facility, as well as a commitment to best practices for detained adolescents. This role requires a self-starter with a strong business acumen, a keen attention to detail, ability to work in a fast-paced environment, and strong grounding in juvenile detention administration. The Juvenile Division is responsible for the care and custody of youth who are detained in the juvenile detention facility and operates King County’s Alternatives to Secure Detention programs. The Juvenile Division is committed to a philosophy of balanced and restorative justice, moving from a system that criminalizes vulnerable youth to one that supports them in leading safe, productive lives. The Juvenile Division incorporates the principles of restorative justice by promoting communication skills, empathy, and other opportunities for personal growth. Job Duties
- Oversee facility operations including all aspects of Detention (living halls, school safety/security operations, transports to and from court, etc.)
- Recommend and assist in the implementation of goals and objectives; develop and implement policies and procedures; interpret and explain orders, policies, practices and procedures, and other operational and programmatic information to subordinate personnel. Participate in developing the department's annual plan and other division-specific business planning efforts.
- Plan, direct and administer security activities; be responsible for security and surveillance of building perimeter and grounds; maintain behavior management systems for detained youth and resolve difficult security problems.
- Supervise Detention Supervisors, Juvenile Detention Officers and other assigned staff; monitor staff activities and performance and provide feedback through collaborative performance appraisals.
- Works primary work schedule of Monday through Friday, but also maintains flexibility with schedule to meet operational needs. May work alternative shifts.
- Oversee shift, furlough, and duty station assignments; ensure all emergency plans such as riot, earthquake, and escape plans, are maintained; and coordinate training programs.
- Administer and oversee contracts.
- Respond to grievances, which may include fact-finding efforts.
- Conduct or oversee special departmental investigations involving department personnel; respond to complaints filed against staffs; work closely with the internal investigation unit and their investigations.
- Plan, initiate and facilitate various operations meetings to obtain input and develop action plans to resolve problems.
- Answer questions and provide information to the public; investigate complaints and recommend corrective action necessary to resolve complaints. Work with other criminal justice agencies.
- Perform related duties as assigned and act on behalf of the Division Director in their absence, to include Officer of the Day rotation responsibilities.
- Five (5) years of broad-based progressive managerial or administrative experience in a corrections setting.
- The ability to build and foster collaborative relationships across several levels of personnel and stakeholders, both internal and external to the department.
- The ability to foresee problems and be proactive in dealing with anticipated challenges.
- Demonstrated experience with strategic planning, policy development and implementation, labor relations, and social justice efforts.
- Demonstrated skills in effective communication, both written and oral.
- Demonstrated ability to identify, assess and prioritize situations that require intervention and ability to solve problems creatively.
- Those with experience working with youth in a residential and/or corrections setting will be considered most competitive provided the minimum standards have been met.
