Chief of Strategy and Operations
Strategic Planning Manager II
to join the HCD Executive Leadership Team and will report to the HCD Director. The CSOO is a highly strategic and experienced leader responsible for managing administrative operations of the division, supervising at least one to two staff, and providing operational support to division leadership, including developing and leading communication and Community Engagement strategies through partnerships with Department teams. In this role, the CSOO collaborates closely with HCD leadership to provide oversight and leadership across fiscal, human resources, and other administrative operations. This role will also be responsible for developing policies, procedures , and otherwise developing or improving administrative and operational infrastructure for the division.
HCD is one of five Divisions within DCHS. Its mission is to increase housing stability and develop strong communities while committing to being an anti-racist division and collaborating with partners to implement solutions helping historically excluded and systemically marginalized people. The division manages a biennium budget of approximately $800 million dollars with over 80 staff that work on a variety of projects, including housing policy and planning, capital development and preservation, housing stability and homelessness prevention and the Health Through Housing Initiative

SCOPE OF JOB DUTIES – To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to :
- Build and maintain effective working relationships with Division staff, department leadership, County Executive staff, and other County departments.
- Lead Division’s implementation of key initiatives and projects such as monthly, quarterly, and annual Division deliverable tracking.
- Lead and promote internal policies and standard operating practices for physical and digital record management, while incorporating culture change around the appropriate use of King County’s modern workplace tools (Microsoft Teams, SharePoint, OneDrive and associated tools).
- Under direction from the HCDD Director, lead and manage the Division’s staffing needs and budget planning.
- Collaborate with the Division’s fiscal leaders to create, standardize, and implement fiscal tracking tools to support the administration of deliverables and goals.
- Coordinate with DCHS HR and / or King County Office of Labor Relations and Union Representatives regarding HCDD personnel investigations, grievances, or appeals.
- Manage the annual performance evaluation process for the Division, including developing internal timelines for Division performance appraisal review and completion, monitoring completion of performance evaluations, and training new managers on how to complete performance evaluations.
- Supervise at least one to two staff (this may increase at the direction of the HCDD Director).
- Implement equity and social justice principles and practices, understanding the effects of place-, race-, policy- and systems-based inequities.
- Provide leadership and support to Division’s managers with implementing new and existing standard operating procedure and policies.
- Ensure that Division plans, reports, or documents submitted to the DCHS Director’s Office and other partners are accurate and completed in a timely manner.
- Act on behalf of the HCDD Director to lead implementation of complex, interdivisional, and cross department projects of strategic importance.
- Represent HCDD at selected external meetings and the Department’s internal systems meeting and provide following through as necessary as assigned by the Director.
- Perform other related duties as assigned as indicated by HCDD’s Director and Deputy Director.
