The Department of Executive Services (DES) Director's Office is looking for a dynamic leader with a comprehensive understanding of finance and business processes, as well as Enterprise Resource Planning (ERP) reporting expertise, who works well in a team environment to serve in a one-year Term Limited Temporary (TLT) or Special Duty Assignment (SDA).
Our Data & Analytics Manager (Business Analyst Senior) will demonstrate tact and diplomacy with employees at all levels of the enterprise amongst competing priorities to gain overall buy-in and have the collaborative spirit required to combine different viewpoints into actionable and easy-to-use data analytics. This position will collaborate with the DES divisions and offices to data mine, analyze and visualize available data from our various systems in an effort to support data informed strategic decision making.

- Department level and division support developing performance measures and key performance indicators.
- Department level visual management and dashboard development.
- Senior Leadership Team Briefing presentation material.
- Develop and display data supported proposals such as (resourcing, budget, project, IT investment, etc.).
- Proviso responses and other legislative transmittals.
- DES Human Resources and Equity and Social Justice data analytics.
- Budget and Business Planning.
- Performance Measures and Annual Plan.
- Coordinate, organize, and material development for Operations Reviews.
Scope of Job Duties: To be considered for these opportunities, you must at a minimum, demonstrate knowledge, skill and ability to:
- Extract data, helping to set, maintain and evolve the business analytics.
- Provide support for regular and ad hoc reporting, dashboards and other performance measurements.
- Translate strategic initiatives into meaningful metrics that test assumptions and increase analytic rigor.
- Help us to use the data we have to find opportunities for growth and to develop insights that help us meet County goals, improve performance, and make a positive impact.
- Coordinate efforts to develop a common way to analyze and communicate information.
- Lead the scoping, development, and evaluation of new proposals and business initiatives.
- Measure progress toward goals and identify areas of improvement.
- Support and mentor a departmental community of practice to deepen the bench in performance measurement, planning and data visualization.
- Continuously evaluate and improve data processes, tools, and methodologies.
We are looking for candidates who:?
- Possess strong skills in manipulating data, can tell a story using data and can facilitate data informed decisions.
- Have a strong grounding in accounting and/or business process analysis using a variety of programs such as Oracle EBS and PeopleSoft.
- Have strong working knowledge and experience with data visualization tools such as Power BI.
- Skilled in quantitative analysis, business analysis and requirement analysis, and visually presenting data.
- Provide excellent customer service and establish and maintain effective working relationships with multiple interest parties and customers.
- Are flexible and able to persevere in an ambiguous working environment and willing to try new things.
- Possess strong leadership, communication, and customer management skills.
- Have any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
