Job Duties
To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to:
- In partnership with the Division Director, provide overall vision, leadership and management for the HCD.
- Ensure that HCD places equity, racial and social justice (ERSJ) at the center of all service delivery and aligns existing and new work of the division with Department expectations and the County's ERSJ Strategic Plan.
- Supervise and direct the work of others, including but not limited to assigning work, monitoring quantity and quality of work, ensuring deadlines are met, training, and performance management with an equity focus.
- Meeting responsibilities include, but are not limited to:
- Developing agendas, facilitating, ensuring follow up, etc. for internal meetings.
- Representing the Division and Department at various high-level meetings, committees, task forces, work groups, and with the public.
- Represent HCD and King County in various settings on politically sensitive matters and discussions with other departments, legislative bodies, media and other jurisdictions.
- Together with other Division leadership and finance staff, lead the division’s efforts, to develop and manage the HCD biennial budget of over $500 million, ensuring funds are allocated and spent within program and funding requirements.
- Provide leadership for, and contribute to the development of, policies and strategies to deliver efficient and effective services to the community.
- Participate as a member of the division's senior management team in the review, development and implementation of policies, procedures, and key decisions.
- Monitor and research regional and national trends in housing and community development. Ensure County-led initiatives are responsive to and reflective of current practices and local contextual factors.
- Utilize skills in negotiation, problem-solving, conflict resolution, customer service and interpersonal relationships to handle multiple competing priorities and sensitive situations.
- Serve as the HCD Director in their absence.
- Perform other duties as assigned.
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- Five or more years of experience working on affordable housing and/or housing stability issues
- Five or more years of supervisory experience, including experience supervising the work of other supervisors and managing diverse teams.
- Five or more years of experience applying equity, racial and social justice principles and practices to address the effects of place, race, policy, and systems-based inequities on marginalized communities.
- Five or more years of experience centering equity in people management and coaching other leaders in this approach.
- Strong communication skills and focus – ability to coach others on effective communication
- Demonstrated experience multitasking and juggling multiple priorities effectively.
- Experience managing a multimillion-dollar budget with diverse funding sources and uses.
- Demonstrated ability to work effectively and collaboratively with multiple stakeholders, including elected officials, diverse community stakeholders, nonprofit partners, and jurisdictions.
- Familiarity with local, state, and federal fund sources for affordable housing and housing stability.
- Ability to and interest in leveraging public policy and programs to empower historically marginalized communities.
- Excellent oral and written communication skills including the ability to tailor reports and presentations to specific audiences and convey politically sensitive messages.
- Demonstrated ability to work with a variety of stakeholders who may have markedly different perspectives, including individuals, teams and agencies.
- Strong facilitation and negotiation skills, and the demonstrated ability to develop partnerships with stakeholders to build consensus and develop solutions to issues and problems.
- Ability to work in a collaborative manner as a team member both internally and externally with staff, elected officials, and members of the public.
- Familiarity with King County-specific affordable housing, housing stability, and community development issues and knowledge of subregional differences.

- Significant affordable housing capital or affordable housing operations and services knowledge and experience.
- This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
