Summary

  • This recruitment will be used to fill 1 Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position. The TLT/SDA is anticipated to end July 18, 2025, with the possibility of extension.

King County Road Services Division is seeking a Fiscal Specialist II to support the Engineering Section. This fiscal support and administrative role will work closely with payroll staff, section and unit managers, and engineering staff and perform various coordinating tasks. Job Duties

Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Provide administrative and office management support to Engineering Section including managers, supervisors, and staff of 100 employees.
  • Compose, proofread, and edit written materials, including skill in formatting documents, charts, graphs and/or reports.
  • Provide customer service to internal and external customers, including research requests and provide information and/or reports.
  • Verify employee timesheets and leave requests in Peoplesoft, including accurate budget charge coding for multiple projects.
  • Responsible for Accounts Payable operations; including accurate budget charge coding and tracking by project; budget charge reconciliation for multiple projects in Oracle.
  • Research and help to resolve incorrect charges or discrepancies for invoices.
  • Prepare and process invoices for the Engineering Section (e.g., purchases made by engineering staff to be used for projects or programs).
  • Scan and email invoices to appropriate department personnel for authorization, enter invoices into Oracle and track through payment to vendor.
  • Use P-Cards to pay for purchases, verify the POETA coding and reconcile bank statements.
  • Handle support responsibilities which include ordering and maintaining inventory of office supplies; scheduling routine maintenance and/or repairs on office equipment; process and date stamp mail and related correspondence or information before forwarding mail to staff; identify and prioritize time sensitive matters.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Associate degree in accounting or closely related field or any combination of education, skills, training, and experience that clearly demonstrates the ability to perform the duties of this position.
  • Demonstrated active learning, adaptability, reliability, and an action-oriented mindset.
  • Experience processing payroll and Accounts Payables.
  • Knowledge of general office principles and practices.
  • Proficient using Microsoft Outlook, Teams, Excel and Word software applications.
  • Effective communication skills in person, via telephone and in writing (effectively using discretion, patience, etiquette, and professionalism).
  • Ability to work on multiple tasks requiring a high degree of accuracy in a high pressure/short deadline/precise schedule environment.
  • Ability to maintain high degree of confidentiality with sensitive and personal information.
  • Ability to be self-directed and effectively plan, organize, prioritize work on a daily basis.
  • Ability to work independently while effectively collaborating within a team, contributing to a diverse and inclusive work environment where differences are respected and valued.
  • Ability to demonstrate behaviors including fairness, respect, and inclusiveness.

DESIRED QUALIFICATIONS:

  • Experience working in a public works environment.
  • Strong communication skills, written and verbal.
  • Knowledge of PeopleSoft payroll system (Oracle EBS).

REQUIREMENTS:

  • Valid Washington State Driver's License

Interview Schedule

Those applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of 3/10/2025.

If you are selected to move forward after the phone interview, you will be invited for a 45-minute virtual interview the week of 3/17/2025.

Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

Work Schedule

The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.

EMERGENCY DESIGNATION STATUS: This position has been designated (Mission-Critical) Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. Teleworking Requirement

This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
