King County Parks Division is looking for a skilled, knowledgeable, and team-oriented individual to join our Finance team as a Fiscal Specialist IV.

Reporting to the Financial Services Administrator (the accounting lead), you will be instrumental in managing the Parks AP Inbox, processing i-Expense reports, handling P-card receipts, requisitions, employee reimbursements, and check deposits. Additionally, you will support the department in implementing and overseeing financial and administrative internal controls, ensuring efficiency and compliance. About The Team

The Finance, Budget, and Planning Section manages the Parks and Recreation Division’s financial affairs and business administration in support of its mission to steward, enhance and acquire parks to inspire healthy communities. This section is a vital internal support resource to the Parks Division and is comprised of 24 employees across four work units.

The four work units represents: Finance Administration; Accounting and Fiscal Administration; Budget and Financial Planning; and Grants Administration and Purchasing with teams dedicated to core values that embodies accountability, diversity and inclusion, stewardship, and workforce development.

Job Duties

What You Will Be Doing:

In this role, you will manage a high volume of invoices and financial transactions, ensuring accuracy and compliance with policies. This fast-paced position requires exceptional organizational skills, attention to detail, and the ability to prioritize tasks effectively to meet strict timelines.

  • Financial Transactions: Process a high volume of payment requests with proper approvals and authorizations. Ensure accurate manual entry of invoices and disbursement requests into the accounting system, ensuring compliance with financial policies.
  • Payment Process: Ensure invoices are paid promptly and P-card receipts are processed timely and accurately as per policy and procedures.
  • Requisitions: Prepare requisitions to process payments to contractors, consultants, agencies, and vendors based on approved bills and invoices.
  • Record Keeping: Establish finance files and maintain all billing and payment documentation in chronological order.
  • Policy Communication: Interpret and communicate established policies, procedures, codes, regulations, and other relevant information to internal and external stakeholders, handling sensitive and confidential information professionally.
  • Additional Duties: Provide backup support for team members and perform other assigned duties to support seamless financial operations.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Experience: Professional experience in processing, reviewing, and/or monitoring high volume accounts payable transactions.
  • Technical Skills: Proficiency in using Enterprise Resource Programs (ERP) and MS Office, with advanced skills in MS Excel for daily accounting, financial transactions and process optimization.
  • Time Management: Proven track record in managing competing priorities and processing high volume of transactions under tight deadlines with meticulous attention to detail.
  • Customer Service: Demonstrated skills in providing front-line customer service in accounts payable or related accounting field, acting with customers in mind and using discretion, patience, etiquette, and professionalism.
  • Autonomy and Collaboration: Ability to complete assignments and tasks autonomously or by collaborating effectively within a team setting.
  • Communication: Strong communication skills with the ability to clearly convey information, provide directions, and deliver training to diverse groups, including technical and non-technical staff.

It Would Be Great If You Also Bring

  • A degree in Accounting, Finance, or related field; or a combination of education, training, and experience sufficient to perform the duties of the position required.
  • Knowledge of accounting and financial operations in a governmental or complex environment.
  • Experience with entering high volume of P-Card transactions, expense reports, purchase requisitions and reconciling purchase orders that supports procurements.

Supplemental Information

Working Conditions

  • Remote and Onsite Work Details: Employees in this role pre-dominantly work remotely from home, with onsite reporting requirements typically once or twice a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week, Monday through Friday, Standard hours are 8:00 am - 5:00 pm. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
  • Union Representation: This position is represented by L117- Professional and Technical Union.
