Summary

This position, Planning and Employee Engagement Manager, works with PSB’s Leadership Team (LT) to support PSB-wide planning and engagement activities. This role serves as a process lead and/or project manager on PSB’s Annual Plan, employee engagement, and PSB legislation, as well as coordinator of standard meetings and staff retreats. The successful candidate is expected to have organizational and political savvy, the ability to manage up to leaders, and the skills to manage and improve processes that affect the entire office. The individual should have subject matter expertise about strategic planning and organizational development. The position is critical to advancing employee engagement and a pro-equity culture.

PSB is a key office in the Executive Department that works to improve the way King County operates and how well we serve King County residents. The upcoming Executive transition makes PSB’s role even more critical to the County’s success. About The Office

The Office of Performance, Strategy and Budget (PSB) is in the Executive department of King County government. It serves as a resource to the County's departments and agencies in developing and implementing budgets, strategic plans, financial plans, visual management tools, continuous improvement processes, and performance metrics. It is also responsible for regional planning and implementation of Lean process improvement. Job Duties

The specific assignments for this position include:

  • Support strategic direction for the office: identify opportunities and support the LT in advancing PSB’s mission and making improvements across County government. This includes managing development, monthly monitoring, and revisions of the PSB Annual Plan.
  • Advance equity: develop a proactive, strategic approach, with leadership and staff buy-in to promote trust, safety, and inclusion and equity, racial, and social justice in PSB’s office culture and work functions. Manage projects and program work in support of this plan, including integrating equity into standard office processes and meetings.
  • Support PSB Director and Deputy Directors: lead activities and projects on behalf of office leaders.
  • Build Executive Office and Council relationships: support PSB leadership and staff in working with the Executive Office and Council staff.
  • Support Leadership Team: manage weekly LT agenda, manage assigned topics, oversee Tier board and data updates, manage and update LT QuickView topics, and participate in LT meetings as needed. It is likely that several special projects will emerge from LT meetings each year that will be led by this position.
  • Lead for PSB Legislation process (other than budget transmittals): coordinate all reports, provisos, and transmittals, track progress, work with proviso authors, and work with the Executive Office Legislative Liaison to get transmitted to Executive Office and the County Council.
  • Lead PSB listening pulse surveys and Employee Engagement survey: initiate projects that arise from findings with Leadership Team support. Lead staff engagement action planning and follow-up activities.
  • Support staff development: working with human resources staff, identify opportunities for office-wide staff development/training, including procuring external consultants.
  • Retreat planning: develop and facilitate annual PSB all staff retreats; serve as advisor and support on other team retreats.
  • Support Management Team: Manage monthly MT meetings, agenda development, implement standard work, and facilitate as needed.
  • Lead All Staff meetings: Manage monthly PSB All-staff meetings, agenda development, and facilitate as needed.
  • Support “PSB Live”: coordinate and plan weekly 15-minute “PSB Live” virtual meetings.
  • Manage special projects and other duties as assigned.
