Summary

Public Health - Seattle & King County seeks a driven Project/Program Manager III (PPM III)- Quality Improvement Lead for our Family Ways program. Family Ways supports pregnant persons, parenting families and children up to age five. All services are culturally relevant, participant-centered, and strengths-based. Services are provided to 3 specific focus communities: U.S. born Black/African American, the American Indian/Alaskan Native, and the Native Hawaiian/Pacific Islander communities.

This position will be self-driven and offer opportunities for leadership with a focus on policy and program evaluation. The Quality Improvement Lead will report to and work collaboratively with the Family Ways Co-Leads

The Quality Improvement Lead will work in a collaborative team environment to manage the policy and evaluation components of the Family Ways program. The team includes Peer Community Specialists, a Public Health Nurse, a Nutritionist, a Social Worker, and Administrative Support staff. This role will partner with the evaluation team to finalize and implement the Family Ways evaluation plan and facilitate program responsibilities within the evaluation process.

The Quality Improvement Lead will be responsible for developing and promoting program/policy recommendations in close collaboration with the Family Ways team, Community Advisory Group, community partners, and evaluation team. Team members will be upheld to Family Ways Guiding Principles: leading with racial equity, respect, participant-centered services with strength-based practice, collaborative decision making, accountability, and continuous improvement in their services and programming.

Competitive candidates will have experience in working closely and collaboratively with individuals and families from one or more of the three focus communities, as well as experience with client interaction in a variety of settings, including home/field visits. They will be comfortable working with community partners and demonstrate effective experience in teaching and coaching, and collaboration with others. Strong communication skills that are inclusive and inviting, especially in difficult situations, are essential. Competitive candidates will need to have experience in and the ability to participate in and assist with continuous improvement efforts.

Work Schedule

This position works Monday through Friday, 8:00 am to 5:00pm- 40 hours per week. This is a full-time salaried position and is FLSA Exempt (not eligible for overtime).

With travel to various public health clinics throughout King County.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Oversee ongoing outcome evaluation and serve as project liaison between evaluation team and Family Ways program.
  • Partner with evaluation team to finalize outcome evaluation design and process.
  • Develop program/policy recommendations based on evaluation work and in collaboration with Family Ways team, evaluation team, and Community Advisory Group.
  • Use qualitative and quantitative data to support and monitor evaluation and analysis of processes and practices. Apply trauma recovery and healing to program evaluation, CQI, and data collection efforts.
  • Foster an environment for innovation and sustainability.
  • Create dissemination materials to support recommended policy/program objectives.
  • Align policy development and evaluation efforts with program goals/objectives.
  • Align policy and evaluation efforts with Help Me Grow and Parent Child Health programs efforts/services for quality client experience.
  • Ability to handle politically sensitive inquiries about program or work being done.
  • Foster relationships with communities of interest and community organizations with expertise in pregnancy and parenting health and well-being and/or serving the Family Ways focus communities.
  • Collaborate between county programs and community-based organizations to advance racial equity and social justice.
  • Participate in planning budgetary and operating conditions for the program.
  • Work collaboratively with evaluation team and data system support staff.
  • Collaborate and share decision making with community advisory group for continuous program improvements.
  • Facilitate and integrate feedback from community partners, program participants, and staff on program evaluation, CQI and data management practices.
  • Participate in work environments that instill open communication, teamwork, conflict resolution, humility, learning and healing, and commitment to racial equity and social justice. This program will have a culture of continuous improvement.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Experience with program evaluation design and implementation, preferably in social service or family support programs.
  • Knowledgeable of best practices in Community-Based Participatory Research.
  • Experience developing program/policy recommendations related to program services and/or maternal and child health in collaboration with providers and community partners.
  • Demonstrated experience creating dissemination materials in support of policy recommendations.
  • Proven expertise and capability in engaging authentically with community members, leaders, and grassroots organizations.
  • Deep knowledge of equity and social justice principles and practices. Understanding of the inequities due to place, race, policy and systems.
  • Demonstrated knowledge of strategic planning techniques and principles, policy development, project management communication strategies.
  • Ability to work under deadlines, work on multiple tasks simultaneously, organize and prioritize work quickly in response to changing needs.
  • Demonstrated ability to work independently and as a team member.
  • Excellent oral and written communication skills, including presentation and facilitation.
  • Demonstrated knowledge of the prenatal to five years and early learning sectors in King County and Washington State with an emphasis on program and policy development for community-based services and community-based parenting.
  • Extensive experience using qualitative and quantitative data to make program and system improvements and writing and sharing effective reporting tools.
  • Knowledge on how to collect and gather staff feedback for continued learning, quality assurance and improvement and advancing racial equity and social justice.
