The Performance Measurement and Evaluation (PME) unit is recruiting for two mid-level Evaluator positions. These Evaluator positions are centrally located within the PME unit of the DCHS Director's Office. PME is composed of a team approximately 40 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.
These Evaluator positions will work with program staff and service providers to use data to measure, continuously improve, and report about programming. This includes developing data collection plans, creating routine and custom reports, facilitating data-focused conversations, etc. These positions may also support the development of requests for proposals (RFPs) and conduct outcomes-focused program evaluations that assess a program’s contribution toward division- and department-wide goals.
REQUIRED MATERIALS: Candidates who wish to be considered for this position must submit a complete King County application online and respond to the supplemental questions. This position will support the design and implementation of performance measurement, evaluation, and quality improvement strategies for different prevention and intervention programs, which may include the continuum of behavioral health residential programs or community-driven behavioral health programs.
- PME is recruiting one mid-level Evaluator to provide evaluation support for Adult Services Programs within Developmental Disabilities and Early Childhood Supports (DDECS) Division, including supported employment services and community inclusion programming for individuals with intellectual and developmental disabilities (I/DD) across King County. This includes the School-to-Work (S2W) program for high school students in their transition programs, which is funded in part by Best Starts for Kids (BSK). In addition, this position will also provide evaluation and data support for technical assistance and system improvement efforts across the Adult Services system, including programs for service providers, individuals and families, as well as employers.

Job Duties
- Design, manage, and conduct analyses and evaluation projects in collaboration with community-based organizations, program managers, and/or external evaluators.
- Manage and analyze both quantitative and qualitative data using appropriate statistical methods and data cleaning and validation tools.
- Lead data-driven conversations based on analyses and reports with King County division staff and/or community-based providers.
- Design equity-centered performance measurement plans with community-based organizations to support learning and continuous quality improvement.
- Develop data collection tools using a variety of methods, such as surveys, interviews, narrative reporting, focus groups, and reporting spreadsheets.
- Provide technical assistance and support to partners in collecting, reporting, analyzing, and making meaning of data.
- Actively contribute to the furthering of anti-racist work and equity and social justice initiatives within and across divisions and units.
- Develop reports, dashboards, presentations, and other visual tools to support the use of data in decision making and storytelling.
- Contribute to annual reports and briefings for policy makers, department leadership, provider agencies, and community members.
- Perform other related duties as assigned.
- Demonstrated experience working with social, health, or human services programs in designing and implementing evaluation and/or performance measurement of programs, including quantitative and/or qualitative analysis and interpretation.
- Demonstrated knowledge of equity and social justice principles and practices and ability to apply this knowledge to evaluation and performance measurement, including methods, analysis, results interpretation, and dissemination.
- Knowledge of applied research methods and techniques.
- Experience working with client-level administrative data and querying databases.
- Demonstrated ability to work across diverse perspectives to present analyses, find common themes, and identify relevant and actionable findings from performance measurement and evaluation.
- Strong oral and written communication skills, including making formal presentations to a range of audiences, and describing evaluation concepts to technical and lay audiences.
- Demonstrated ability to form and maintain meaningful relationships with internal and external collaboration partners.
- Ability to clean, validate, and analyze data using at least one statistical software or programming application, such as R, SQL, STATA, SAS, Python, ArcGIS, Tableau, etc.
- Experience with data visualization tools, including Tableau and R.
- Background or experience in behavioral health services, including mental health, substance use disorders, and crisis services; or, background or experience in services for people with developmental or intellectual disabilities, disability justice, or supported employment programming.
- Experience in survey design, including but not limited to question formation, validation, and implementation.
- Experience working with administrative data and querying databases, including managing and linking data from multiple internal and external sources.
- Experience utilizing a Results-Based Accountability framework.
