This position will also lead a team of three to five provider relations liaison staff members and support them in providing contracting support to BHRD and community partners.

Job Duties
- Coordinate with the DCHS Agiloft team, Procurement and Purchasing, BHRD sections and King County Contracts and Procurement in the development and implementation of contracts and amendments for BHRD.
- Ensure that current processes for contracting development, routing, invoicing and the endorsing of contracts are effective and followed. This will include the development of in-depth workflows and training plans for BHRD staff.
- Complete quality reviews of contracts and amendments and provide technical assistance and training with both section leads and other BHRD staff as necessary in coordination with Contracts and Procurement.
- Provide technical guidance and supervision to BHRD staff responsible for developing contract language and supporting provider understanding and performance related to compliance. This includes both invoicing and data requirements.
- Provide leadership to provider relations efforts that support the provider network in achieving performance metrics and alignment with Manage Care Plans models of care.
- Review and analyze contract terms and make recommendations to Division management on implementation issues and/or identifying the need for amendments to contracts.
- Ensure that BHRD contracts comply with King County standards for contracts including compliance with County ordinance and legal and risk management requirements. Additionally ensure compliance with state and federal funding and contracting regulations including those from the Washington State Office of Insurance Commissioner.
- Coordinate the development, implementation and maintenance of system-level policies and procedures, including a Provider Manual.
- Gather information and data for the purposes of developing program/policy recommendations and issue/briefing papers on key system issues related to contracts.
- Oversee the credentialing and contract compliance for upstream MCO contracts. This includes quality reviews of staff output and regular quality improvement plan implementation.
- Perform other related duties as assigned.
- A minimum of three years of progressively responsible experience working in the public sector or working with publicly funded treatment/human service system(s).
- Knowledge of and experience with services provided under both the King County Integrated Care Network and King County Administrative Services Organization (ASO).
- A minimum of three years demonstrated experience with governmental contracting and regulations related to the purchase of services for publicly funded treatment services, particularly in regard to BHRD’s contracting processes and system.
- Demonstrated experience providing technical assistance and training to diverse systems around contracting and working with procurement.
- Demonstrated experience generating and using data for social and/or health care services program evaluation.
- Demonstrated experience working at a policy and planning level with service systems at the local and regional level.
- Proven ability to work effectively with groups that consist of stakeholders who may have markedly different perspectives about a given topic and to lead stakeholder meetings and/or stakeholder planning processes.
- Three years experience developing formal working relationships (e.g. Contracts and Memorandums of Understanding, etc.).
- Demonstrated knowledge of legal, risk management and liability issues associated with contracting.
- Strong oral and written communication skills.
- Demonstrated experience and ability to manage conflict and communicate effectively as both a manager and a member of a team.
- Demonstrated experience building an effective team and driving engagement and instilling trust with team members.
- Demonstrated ability to make sound decisions even with limited information.
- Demonstrated working knowledge of Microsoft Word for Windows, Microsoft Teams, Excel, AGILOFT and Outlook.
- Valid Washington State Driver’s License or the ability to travel throughout the county in a timely manner.
