Scope Of Job Duties
- Serve as the lead for the Data Analytics team, ensuring team members address their service requests within service level agreements (SLAs), providing direction to the team, and leading process improvements to ensure operational excellence.
- Onboard & mentor new Functional Analyst employees as needed, including interns.
- Serve as the primary point of contact for King County’s Business Resource Center (BRC) for all Oracle EBS-related tickets, including submitting tickets, developing business requirements, completing user acceptance testing, and communicating resolutions to P&P/agency staff.
- Serve as FBOD Oracle EBS Security Manager, ensuring system integrity and proper permissions are given to FBOD staff. Implement data security measures to protect sensitive information.
- Adhere to King County’s controls and requirements for accurate supplier data management and up-to-date supplier information.
- Maintain, develop, and implement data management processes and procedures.
- Work closely with King County stakeholders to gather requirements, design solutions, and implement system enhancements.
- Conduct system testing, including functional, regression, and user acceptance testing, to validate changes.
- Analyze business processes and system functionality to identify areas for improvement.
- Troubleshoot system issues, identify root causes, and collaborate with technical teams to resolve problems.
- Work with P&P staff and King County agencies to resolve Oracle EBS challenges and research supplier inquiries as needed.
- Oversee and publish P&P's weekly and monthly reports.
- Perform data pulls for public records requests.
- Oversee supplier ACH banking pay site set-ups and validations.
- Develop and maintain standard work documentation, process workflows, and job aids.
- 3 years of experience in a functional analyst role (or similar role) supporting Oracle EBS or similar ERP systems.
- Strong understanding of procurement and payables processes within an enterprise environment.
- Experience gathering and analyzing business requirements and translating them into system solutions.
- Proficiency in system configuration, troubleshooting, and issue resolution.
- Excellent communication and collaboration skills with both technical and business stakeholders.
- Strong communication, interpersonal, writing and customer service skills.
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Ability to work with people from diverse backgrounds.
- Prior experience with Oracle Fusion and BI Insights.
- Familiarity with SQL queries and data analysis for reporting and troubleshooting.
- Experience working in a government or public sector procurement environment.
- Associate’s or Bachelor’s degree in Information Systems, Business Administration, or a related field, or equivalent work experience.
- Knowledge of system integration methods and best practices.
- Experience with LEAN processes and principles
- Experience with SharePoint, MS Teams and other collaborative online tools
Position Information
- Work Site Details: The work associated with this position will primarily be hybrid. In office requirements are set to 2 assigned days per week. This may change as required by King County business needs and for meetings/events.
- Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
