The Health Through Housing (HTH) initiative is King County's long-term commitment to accelerate our region's response to chronic homelessness through the use of repurposed hotels and other existing buildings and funding operations of Permanent Supportive Housing (PSH).HealthThroughHousing invests in the premise that a person's ability to be housed is a fundamental component of that person's ability to gain and maintain health.

The Paramount Goal of the HTH initiative is the creation and operation of 1,600 units of affordable housing with supportive services for eligible adult households in King County that are experiencing chronic homelessness or that are at risk of experiencing chronic homelessness. Information on the current scope and status of the initiative is available on the HTH Data Dashboard.

In addition to the initiative's Paramount Goal, Health through Housing has seven ordinance-adopted supporting goals, the first of which is to reduce racial-ethnic disproportionality among persons experiencing chronic homelessness in King County annually.HTH is staffed within the Housing and Community Development Division (HCDD) of King County's Department of Community and Human Services. The mission of HCDD is to increase housing stability and develop strong communities throughout the King County region. We strive to be an anti-racist division and collaborate with our partners to center on historically excluded and systemically marginalized people.

We are seeking a Health through Housing (HTH) Referral & Community Coordinator, Project/Program Manager II, to join the team, who will be responsible for administering and continually improving referral operations and community engagement across all Healththrough Housing sites. The Referral & Community Coordinator's primary function is to lead jurisdictional stakeholders and housing operators in identifying and housing formerly homeless individuals in a manner that is person-centered, transparent, and achieves HTH's#1 Supporting Goal to reduce racial-ethnic disproportionality among persons experiencing chronic homelessness in King County annually.

This position also plays an important role in the initiative's community engagement activities and will be hands-on in implementing good neighbor processes and conducting stakeholder mapping, outreach, and mobilization.

This recruitment is to fill a term-limited temporary (TLT) position that is anticipated to end on May 31, 2027. If filled by a King County employee who has passed their initial probation, the TLT will be a Special Duty Assignment (SDA).

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT)position anticipated to end May 31, 2027, but subject to change dependent on operational need. This position meets the provisions of the Fair Labor Standards Act and is eligible for overtime with supervisory pre-approval. Typical hours are Monday -Friday, 8 am-5 pm. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, Department Director, or Agency Head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING INFORMATION: The work associated with this position will be performed or conducted through a combination of teleworking and on-site work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties

  • Ensure housing operators' compliance with operating procedures and HTH Implementation Plan requirements related to community engagement and local and regional referral. Proactively identify areas for continual process improvement and, when necessary, lead those improvements.
  • Independently work to identify potential community-based referral partners (such as non-profits and human service agencies) in each HTH jurisdiction and build operational partnerships with those stakeholders, sometimes involving formal agreements.
  • Independently work to identify and build relationships with community-based champions of the HTH model within each HTH jurisdiction. Organize and mobilize champions for involvement in good neighbor processes and other community engagement opportunities.
  • Facilitate case conferencing meetings at some HTH properties in order to fill designated local referral units, surface and troubleshoot process issues, and ensure alignment with the racial equity goals of the HTH initiative.
  • Act as subject matter expert and primary contact for any stakeholder inquiries related to HTH referral and community engagement. Develop and monitor Microsoft Forms, a referral-specific email inbox, and other facing tools as needed.
  • In coordination with Performance, Measurement, and Evaluation (PME) staff, identify and track key performance indicators such as referral volume, source and demographics, vacancy rates, and other operational data points.
  • Build strong working relationships and maintain open communication with key staff at King County Regional Homelessness Authority (KCRHA) and host city governments.

Experience, Qualifications, Knowledge, Skills

  • At least three years of previous professional and/or volunteer experiences serving vulnerable populations, examples of which include survivors of gender-based violence, immigrants and refugees, persons with disabilities, persons living in poverty, persons disproportionately impacted by the criminal legal system, and people experiencing homelessness- within which Black, Indigenous and People of Color (BIPOC) communities are overrepresented.
  • Demonstrated understanding of equity and social justice concepts and the effects of place, race, and systems-based inequities in relation to homelessness in King County.Ability to apply an equity and social justice approach to all areas of the work, including interpersonal communication, self-identity,and team dynamics.
  • Self-starter with experience in highly collaborative, cross-functional teams or in similar working environments.
  • Ability to work independently, identify goals, develop strategies to achieve them, and drive for results with minimal guidance.
  • Knowledge and strong belief in the "HousingFirst" philosophy and strategies.
  • Ability to effectively facilitate meetings and generate discussion among diverse stakeholder groups, driving toward consensus.
  • Critical thinker and problem solver with the ability to anticipate challenges and proactively integrate insights into program design, implementation, and continuous improvement.
  • Demonstrated ability to handle conflict and difficult interactions with discretion and diplomacy.
  • Ability to read, retain, and recall details and functional knowledge of lengthy procedural manuals such as the HTH Operator Handbook and the HTH Implementation Plan.
  • Working knowledge of community-based programs and resources available in King County within the realm of health and human services.
  • Excellent written and oral communication skills that can be applied to tasks including correspondence, development of standard operating procedures, and public speaking.
  • Ability to meet deadlines, stay on task with frequent interruptions and balances, and sometimes competing priorities.
  • Must have the ability to attend frequent meetings at various locations throughout King County in a timely fashion.

Desired Experience, Knowledge, And Skills

  • Bachelor’s degree or higher in human services or social sciences-related field including public administration, social work, psychology, etc
  • Strong existing connections or ties to the community are preferred, demonstrating the ability to engage effectively with local partners and organizations.
  • Familiarity with the homeless services and housing landscape in King County, including working knowledge of King County's Coordinated Entry (CE) process and Homeless Management Information System (HMIS).
  • Experience with homeless outreach and/or supportive housing at the direct service level.
  • Personal or professional experience with community organizing, advocacy, or relations, particularly around contentious or high-profile issues.
