King County Metro’s Finance and Administration Division is looking for an outstanding people and process leader to fulfill the role of Administrative Supervisor (Administrator IV) in the Enterprise Administrative Services Section (Administrative Services). This Administrative Supervisor will be responsible for leading a team of administrative staff while overseeing a variety of functions for the Administrative Services Section. The Administrative Supervisor will be responsible for communicating effectively with diverse stakeholders across Metro Transit Department and the Division working collaboratively with King County leaders, administrative staff, and employees to provide administrative policy direction, planning, guidance and support for administrative functions.

This leadership role requires the ability to lead a team of administrative staff, communicate effectively with diverse stakeholders, to proactively problem solve and implement efficient business and administrative policies and procedures. The position will provide day-to-day guidance and leadership of direct support administrative staff navigating constantly changing priorities. The ideal candidate in this position will possess exceptional administrative and leadership skills, be detail-oriented, be skilled in navigating an ambiguous work environment and have a track record of successfully coordinating administrative tasks in a fast-paced environment.

Position Info: This recruitment will be used to fill one (1) Career Services, Administrator IV Classification vacancy. In addition, this selection process may be used to generate an eligibility pool list for Career Service vacancies that may occur in this classification within this workgroup. The eligibility pool list will be retained for 12 months from the date of creation and may be used at the discretion of the hiring authority.

Manage day-to-day administrative functions:

  • Manage administrative team and assure accountability of members and their respective job duties. 
  • Oversee and coordinate administrative operations, including but not limited to managing schedules, handling incoming inquiries from a variety of individuals, organizing and ensuring timely completion of tasks.
  • Provide leadership support to a team of administrative professionals; develop, mentor, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
  • Guide and provide technical assistance to assigned administrative professionals.
  • Provide training as needed for Administrative Services and department administrative staff; train team members on policies and procedures; provide guidance as issues and questions arise; and identify topics for operational guidelines.
  • Assign tasks and responsibilities to administrative staff based on their area of focus, skill set and workload distribution, ensuring equitable distribution of work.
  • Create a program to support the team members success in their role, professional growth and career development; meeting with staff regularly to discuss their goals and needs; and address expectations as needed.
  • Assist section and division leaders with questions regarding policies and procedures; provide information and process clarity on payroll, purchasing, administrative support and various administrative matters.
  • Develop and facilitate effective cross functional communication and administrative support across the department. 
  • Develop a cross-training plan for redundancy and enhance administrative support by identifying needed resources to foster a successful administrative team.
  • Serve as an expert technical resource for cross-functional, inter-departmental projects and project teams related to administrative needs and functions. 
  • Ensure the administrative work meets high standards of accuracy, quality, and adherence to King County policies and guidelines.
Seek continuous improvement of administrative processes and procedures:

  • Continuously evaluate existing administrative processes identifying areas for improvement and implementing efficient solutions to enhance productively and streamline operations; create, maintain, and implement standard operating procedures for the Enterprise Administrative Services Section staff.
  • Identify process gaps, assist in data collection and analysis, and make recommendations for improvements. Interpret and participate in the development of current administrative policies and procedures.
  • Support business teams in identifying and delivering significant and quantifiable administrative process improvements through the application of process improvement methodologies.
  • Perform other related duties as required; maybe assigned to special projects.
We are looking for qualified candidates who have:
  • Minimum two (2) years of experience working in a supervisory role or equivalent lead role that demonstrates an ability to lead and supervise others.
  • Experience overseeing administrative activities performed for a workgroup, section and/or division.
  • Excellent organization and time-management skills.
  • Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds.
  • Demonstrated experience in continuous improvement, including knowing how to identify and create processes necessary to get work done and continually seeking ways to improve processes.
  • Strong people skills to be able to foster effective working relationships built on trust and respect with an increasingly diverse team and external partners.
  • Experience performing increasingly responsible administrative work and functions.
  • Expertise in oral, written, and interpersonal communications skills
  • Experience leading, organizing, and motivating multidisciplinary teams and working with matrixed workgroups and individuals at all levels within a large organization.
  • Demonstrated strong attention to detail and proven ability to multi-task and remain organized in a fast-paced environment with multiple deadlines and changing priorities.
  • Intermediate level proficiency with software and tools generally used by business and administrative staff, including Office products such as Outlook, Word, Excel, Teams, and SharePoint.
  • Time management skills that demonstrate the ability to manage competing priorities, multiple projects, and daily responsibilities in an effective and efficient manner.
  • Skill in analyzing information, solving complex and analytical challenges, and making recommendation based on analysis.
  • Demonstrated experience managing and leading change, ensuring project execution and quality while successfully managing and mitigating risk.
  • Experience in the use of complex spreadsheets, presentation, statistical analysis and database software. Proficiency in commonly used MS Office applications.

Highly competitive candidates will have (desired, but not required):

  • Advanced knowledge of and experience with King County’s administrative systems, processes, policies, and procedures.
  • Proficiency using Business Intelligence (BI) tools and Enterprise Resource Programs (ERP) in daily work (the County uses Oracle financials, PeopleSoft, PowerBI, and other tools).
  • 3 years of leadership/supervisory experience.
  • Project Management experience

Other Position Information

This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.

The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
