We seek to lead the way by working as respectful and responsible stewards for our community.The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for an Assisted Outpatient Treatment (AOT) Monitor to support King County's implementation of the AOT program enacted in HB1773, which amended RCW 71.05. This position will report to the AOT Coordinator and work in coordination with King County Superior Court and the Behavioral Health and Recovery Division's (BHRD) Crisis and Commitment Services (CCS), Care Coordination & Utilization Management and Provider Relations sections to fully implement AOT / less restrictive alternative (LRA) programs. The AOT Monitor will work closely with the AOT Project Coordinator, BHRD leadership, community partners and stakeholders to develop and implement policies and procedures to ensure a coordinated system that best serves program participants. Job Duties: To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to: Monitor and oversee care coordination and service delivery for individuals served via civil commitment / involuntary treatment court ordered outpatient behavioral health treatment, in accordance with applicable state statutes, Washington Administrative Code 71.05, and contract terms established by the Department of Community and Human Services Behavioral Health and Recovery Division.Work collaboratively with the Involuntary Treatment Act (ITA) and AOT court teams by serving as the primary liaison between participant, in-patient behavioral health provider, outpatient behavioral health provider and all legal partners.Provide clinical consultation to certified peer counselors whose duties are to provide linkage and supportive services to individuals served via civil commitment / involuntary treatment court ordered treatment.Support program participants by amplifying the participant’s voice and choice, providing advocacy, and facilitating access to community resources and information. Participate in care coordination team meetings, as needed, to address the care of those served by a civil commitment / involuntary treatment court order. Receive, review and track program participants’ progress and intervene when a person court ordered for services needs further care. Interventions may consist of coordination of care activities, technical assistance to contracted providers, and/or serving as a clinical resource for AOT and ITA court teams. Regularly meet with stakeholders to create, evaluate, and sustain the AOT program in King County including developing and providing routine summary reports.Track and report on all persons served via a civil commitment / involuntary treatment court order in collaboration with Crisis and Commitment Services and Care Coordination & Utilization Management sections. Perform site visits, clinical consultation, technical assistance and program monitoring activities involving AOT contracted providers. Participate in pertinent BHRD utilization management and quality management activities to assure that resources are used appropriately and efficiently.Perform other related duties as assigned. Experience, Qualifications, Knowledge, Skills: Qualified Mental Health Professional as defined by Washington Administrative Code 246-341-0200 and Regional Code of Washington 71.05.020.At least 3 years of recent experience providing behavioral health services in a community based behavioral health agency and/or a psychiatric inpatient facility OR any combination of education & experience that demonstrates the ability to perform the essential functions of the position.Knowledge of and experience with the involuntary treatment process in Washington State (in accordance with RCW 71.05 and 71.34).Knowledge of and experience with application of managed care principles.Knowledge of and experience working with culturally diverse populations.Knowledge of behavioral health recovery and trauma informed care principles and practices. Excellent interpersonal skills.Ability to manage multiple tasks simultaneously.Experience using the Microsoft 365 suite.Desired Qualifications: Knowledge of and experience with clinical services provided through King County contracted behavioral health agencies and inpatient psychiatric facilities (including community hospitals and Western State Hospital).Experience working with persons that have co-occurring severe mental illness and substance use disorders.Licensure as a social worker, therapist, psychiatric nurse and/or registered counselor.Individuals with personal lived experience with behavioral health conditions. Experience writing successful grants. ADDITIONAL POSITION INFORMATION: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm.
