The Behavioral Health and Recovery Division (BHRD) is one of five divisions within DCHS. Its overall mission is to provide accessible, quality behavioral health services to low-income residents throughout King County.
BHRD seeks a proven leader and technical expert in behavioral health crisis services and substance use disorder treatment to serve as the Behavioral Health & Administrative Services Organization Administrator (BH-ASO Administrator) for the King County region.
As the BH-ASO Administrator (Community and Human Services Administrator), this position will support BHRD and King County residents by developing an integrated care model that can transform lives through behavioral health and crisis services provided through the BH-ASO and its $80 Million budget. It will serve as a technical expert in the field of behavioral health crisis services while collaborating and partnering with members of the division, the state of Washington and other BH-ASO Administrator’s across the state. With a focus to create and apply strategic objectives to support the delivery of high-quality crisis and non-Medicaid covered services available to everyone this position will center healthcare equity. The successful candidate will be a leader who applies an Equity & Social Justice lens in all that you do.
The BH-ASO Administrator reports directly to BHRD’s Chief of Strategy & Operations and is part of the Executive Leadership Team.

WORK SCHEDULE/CONDITIONS: The position will be scheduled to work during core business hours which include Monday - Friday, 8am - 5pm. The position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. This position is not represented by a union.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Serve as the Behavioral Health - Administrative Services Organization (BH-ASO) Administrator for King County and lead strategic planning efforts related to lines of services within the BH-ASO.
- Oversee all BH-ASO deliverables as outlined in King County’s contract with the Washington Health Care Authority (HCA) and required for the region. These deliverables include crisis services and short-term substance use disorder services for people intoxicated or incapacitated in public and include the Regional Crisis Line, Mobile Crisis Response, as well as Involuntary Treatment Act (ITA) evaluations. The position will also oversee deliverables related to Next Day Appointments and the Crisis Solutions Center.
- Participate in federally mandated “988” implementation, ongoing assessment and enhancement to the service. The position is also responsible for tracking and allocating the federal funding and ensuring King County adheres to legislative requirements and that the service meets the needs of our diverse region.
- Engage in system planning and improvement activities, internally and externally, to strengthen BH-ASO services in King County.
- Lead the development and implementation of the BH-ASO work plan and budget plan in partnership with BHRD leadership and ASO service providers.
- Ensure BH-ASO activities and services are integrated with other behavioral health services and supports across BHRD’s portfolio, including the continuum of services provided within the King County Integrated Care Network.
- Assist with or develop presentation and briefing materials related to the King County BH-ASO for a wide range of stakeholders and participate in BH-ASO meetings with Managed Care Organizations, Health Care Authority and other BH-ASO Administrators.
- Participate on and/or lead various behavioral health committees.
Collaborate across DCHS and external partners to develop metrics and execute contractual obligations related to BH-ASO services and contracts with the Washington Health Care Authority.
- Work with BHRD Performance Measurement and Evaluation team members and BHRD staff to detect and describe system-wide trends pertaining to quality and being an accountable entity.
- Ensure data requirements are designed and integrated into existing and new BH-ASO programs, specifically ensuring regulatory or contractual requirements are met.
- Ensure contractual and regulatory requirements are met across the network of contracted crisis providers, including non-Medicaid providers.
- Assist with the development and maintenance of behavioral health provider contracts that may be funded through federal Substance Use Block Grants and/or Mental Health Block Grants. This work may include program monitoring, auditing activities, and/or site visits.
- Assist with the management and allocation of ITA funds to court services and other key partners.
- Collaborate with other department staff to ensure alignment of BH-ASO services with Department and County level strategies, direction and guidance.
- Ensure all ASO requirements are met for the King County region for successful Team Monitor audits.
- Assist with Department of Health Behavioral Health Agency audits.

A combination of life experience, work experience, and an advanced degree in psychology, social work, public administration or other human services is required. These requirements must provide for knowledge and understanding of the behavioral healthcare delivery system including its strengths and gaps and that equips the individual to credibly set strategic direction, work with community partners and government entities and lead a team to help deliver services.
At least 5 years of experience in a senior leadership position overseeing and administering a range of behavioral health crisis services.
At least 5 years of experience aligning, building and leading effective teams in diverse work environments while creating strong morale, furthering people’s career goals, instilling vision and purpose and fostering open dialogue. Experience must include providing candid feedback, mentoring and supporting employees while setting clear performance goals.
A well-developed understanding of equity, racial and social justice (ERSJ) principles in behavioral healthcare and experience leading teams and/or implementing policies that integrate ERSJ into program design and workplace culture.
Demonstrated ability to establish and maintain collaborative relationships across multiple sectors and perspectives to identify and act on shared goals.
Advanced demonstrated skill in strategic planning, project design and management.
Experience developing, analyzing and managing a budget of at least $10 million.
Proficient in data management, analysis and reporting tools/systems used in the behavioral health field.
Strong written and verbal communication, facilitation and presentation skills.
Experience creating, implementing and complying with policies, regulations and best practices related to behavioral health services.
A creative and innovative mindset with the ability to adapt to evolving needs and industry trends.
Ability to manage multiple tasks simultaneously.
Proficient in the use of Microsoft Office 365.
Valid Washington State Driver's License or the ability to travel throughout the state of Washington in a timely manner.
