Summary

Community Health Services operates King County's Public Health Centers and delivers various health services through its programs, partnerships, and comprehensive services. We embody King County's vision of health, well-being, and racial equity daily for everyone. We aim to strengthen our community's safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. Today, we have nearly 650 employees, constituting one-third of Public Health as the largest division in the department.

King County's Best Starts for Kids (BSK) initiative is hiring two (2) contract managers (PPM-II). These roles will support programs such as Home-Based Services, Community-Based Parenting Support, Child Care Health Consultation, and Help Me Grow. Both roles manage contracts, oversee payments, and drive program success while ensuring equity-driven contracting practices. They monitor performance, provide culturally responsive technical assistance to community partners, and collaborate with program managers to create data visualizations, evaluate outcomes, and coordinate capacity-building activities. These positions directly contribute to the success of programs that empower children, families, and caregivers across King County.

Work Schedule

This is a full-time, career-service position. The standard workweek is Monday through Friday, 8 am to 5 pm. Some evening and weekend work may be required to meet program demands.


Work Location

Chinook Building - 401 5th Ave. CNK-PH-1000 -Seattle, WA 98104 - Hybrid model. At least three times a month, but this may change in the coming years.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Job Duties

Contract Management Process and Infrastructure Implementation

  • Develop, implement, and improve contracting tools and processes with an equity focus.
  • Collaborate with CHS contract and financial staff to refine procedures and templates (e.g., budgets, invoices, reports).
  • Provide culturally responsive technical assistance to community partners for accurate and timely contract deliverables.
  • Coordinate with central finance and compliance teams and maintain feedback loops with grantees.
Contract Monitoring and Payment
  • Review up to 50 contracts' financial and programmatic reports to evaluate performance, approve payments, and process invoices.
  • Follow up on incomplete requirements and resolve performance issues with Best Starts Program Managers and community partners.
  • Conduct site reviews/monitoring visits to ensure high-quality, outcome-based services for children and families. Research and Data Visualization Support
  • Create dashboards and data visualizations to support program evaluation and decision-making.
  • Review literature on policy and practice, conduct qualitative coding, and assist in data collection activities.
  • Coordinate stakeholder involvement in evaluation activities with Best Starts Program Managers and the evaluation team.
Program Support
  • Coordinate meetings and capacity-building activities for awardees, including scheduling, logistics, and documentation.
Managing a Team
  • Actively support the Prenatal-to-Five Team or the Help Me Grow Team, fostering collaboration, equity, and continuous learning.

Experience, Qualifications, Knowledge, Skills

Ideal Canidate:

  • Deep knowledge of equity and social justice principles, including the impact of place-, race-, and policy-based inequities.
  • At least two years of experience in contract management and/or program design and implementation (e.g., development, budgeting, invoicing, reporting).
  • At least two years of experience in basic data management and using project management tools.
  • Proven experience coordinating groups to achieve shared goals.
  • Ability to multi-task and adapt in high-pressure situations with shifting deadlines and expectations.
  • Excellent organizational skills with attention to detail and results.
  • Ability to work across sectors to create opportunities and improve outcomes.
  • Strong interpersonal skills to build consensus among diverse individuals and groups.
  • Experience creating culturally and linguistically appropriate messages and materials with diverse partners.
  • Outstanding oral and written communication skills.
  • Proficiency in Microsoft Office 365 and data management software.
  • Valid Washington State Driver’s License or ability to travel throughout the county as needed.

Desired Candidate:
  • Familiarity with King County and Washington State early learning systems.
  • Experience coordinating, implementing, and monitoring grant- or contract-funded services.
  • Experience supporting capacity-building activities like training, coaching, or consultation.
  • Skills in data analysis and visualization, including working with datasets and using relevant software.
  • Experience with cross-sector partnerships, collaborative processes, or planning large initiatives with diverse stakeholders.
