DCHS manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents, regardless of race, gender identity or income.
HCD seeks a Best Starts for Kids (BSK) Capital Program Manager to oversee investments related to development, maintenance and expansion of recreational, early learning, and childcare facilities and housing for youth, young adults, and families in King County, as outlined in the Best Starts for Kids implementation plan.
To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to:
- Manage investments related to the Best Starts for Kids Capital Program implementation plan utilizing a pro-equity lens.
- Work with internal and external partners to develop and implement program strategies for the Best Starts Capital Program in accordance with legislative requirements.
- Conduct outreach to community partners in developing a Request for Proposals (RFP) and share information about Request for Proposals.
- Facilitate the RFP process for all efforts relating to the strategy in coordination with other division and department staff.
- Develop, negotiate, and manage independently all King County contracts that result from the Best Starts Capital Program funding category. This includes monitoring construction and coordinating review/approval of funding disbursements with the fiscal team.
- Build relationships and maintain good communication with community stakeholders, working together to achieve project goals.
- Serve as liaison with all funded community and institutional partners, providing information and technical assistance, as needed.
- Document learnings and analyze data in an effort to identify systems gaps and develop strategies for improvement.
- Partner with colleagues across DCHS divisions and Public Health to foster teamwork and to share best practices that promote cohesion and advance equity.
- Work closely with BSK and Puget Sound Taxpayer Accountability Account (PSTAA) Evaluation teams in assessing effectiveness of the program.
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- Minimum five years' experience building and managing new, multi-functional, community development programs and systems.
- Minimum three years' experience monitoring programs for results and providing technical assistance to community organizations.
- Minimum three years' project management experience including capital/construction projects.
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
- Proven ability to build and maintain trusting relationships with internal and external partners, bringing them together to work toward a common goal.
- Ability to multi-task and complete complex, time-sensitive project management tasks with high quality and attention to details.
- Demonstrated ability to work though ambiguity, including changes in direction or deadlines.
- Experience ensuring compliance with legislation, contract requirements/ regulations.
- Experience with analyzing and using research and data.
- Outstanding oral and written communications skills, including strong facilitation skills.
- Strong problem-solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
- Demonstrated proficiency in Microsoft Office Suite: Word, Excel, Outlook and the internet.
DESIRED QUALIFICATIONS:
- Master’s degree in social work, education, public administration, or a related field and/or equivalent education and experience.
- Three or more years’ experience in early learning/childcare facilities, systems, and policies; including familiarity with state licensing requirements and/or high- quality standards.
- Three or more years’ experience in multi-sector strategy development and implementation.
- Demonstrated ability to identify systems gaps and develop strategies for improvement.
- Experience with evaluating performance effectiveness and program outcomes, developing guidelines, metrics, outcomes and evaluation tools.
ADDITIONAL POSITION INFORMATION:
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.

Salary : $106,101 - $134,493
