The Civil Service Administration within HRSD has an exciting opportunity for a Sr. HR Analyst to fill a Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position. We are looking for a human resource professionals experienced managing complex recruitments and developing innovative hiring practices. This TLT/SDA opportunity is expected to be a 12-month assignment.
The Sr. HR Analyst TLT/SDA will manage short and long-term projects with a goal to innovate processes and support standardization across all civil service functions. The Sr. HR Analyst will develop and implement programs and procedures that will support efficient and equitable recruitment processes for positions within the King County Sheriff’s Office (KCSO).
The Civil Service Administration is responsible for managing KCSO recruitments that require a strict adherence to Civil Service rules and procedures. We work closely as a team and we’re committed to providing outstanding customer service for our business partners and job seekers.
Job Duties
The Civil Service Sr. HR Analyst will be responsible for developing and implementing Civil Service programs, processes, and procedures, including:
- Develop and implement processes to ensure efficient and equitable methods for evaluating candidates. This project will require the following:
- Close collaboration with the Sheriff’s Office human resource and background investigation team.
- Consulting with King County policy advisors and subject matter experts to ensure legal compliance and alignment with the Sheriff’s Office and state law.
- Coordination with co-workers and business partners to align recruitment process with systems and data reporting.
- Oversee the development and implementation of civil service performance measures across commission and non-commission recruitments.
- Develop and conduct quality assurance processes to ensure work product meets performance standards.
- Train, direct and lead new employees to conduct commission and non-commission recruitments.
- Consult on issues related to the application of Civil Service Rules.
- Plan and coordinate meetings and tasks to support updates to the Civil Service Rules.
- Collaborate with the Sheriff’s Office recruiting and human resource team to develop targeted recruiting strategies for deputy and 911 positions.
- Train business partners on Civil Service rules and regulations as related to recruiting and hiring for the Sheriff’s Office.
- Represent Civil Service through the careful application of rules and policies, communicating to various audiences to increase understanding and trust.
- Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Progressively responsible human resource experience in the following areas:
- Experience conducting complex recruitment processes.
- Ability to apply human resource policies/procedures, employment/labor laws, King County Civil Service Rules and RCW regulations.
- Ability to apply supervisory principles and practices as a leader on the civil service team.
- Experience developing and executing projects that increased efficiencies and outcomes.
- Skill in problem-solving, conflict resolution, and decision making.
- Excellent written and oral communication skills, including presentations to groups.
- Excellent customer service, people management, and interpersonal skills, including ability to work with all levels of management and staff across organizational lines and outside agencies under challenging conditions.
- Skill in dealing effectively with groups or individuals effectively in sensitive situations.
- Demonstrated ability to multitask and to produce quality products and services while under the pressure of multiple deadlines.
- Attention to detail.

Teleworking Requirement: The work associated with this position will be hybrid, performed through telework, as well as onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
